At the call for the question and upon roll <br />call vote, motion carried unanimously. <br /> <br />17. FLOOD UPDATE, Demolition bid award: return of tax-forfeited lot: Hagemeister purchase <br />I rv Rustad, Lake Agassiz Regional Development corporation, requested time at today's meeting <br />to discuss three items relating to the 1997 flood buy-out program. The first item was a bid <br />opening for Phase II demolition. Three bids were received. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to award the low bid <br />of Northern Improvement Company in the amount of $84,880 for the <br />Cass County Phase II Demolition Project, according to the bids <br />opened June 1, 1999, by Irv Rustad, Lake Agassiz Regional <br />Development Corporation Executive Director, and County Auditor <br />Michael Montplaisir. On roll call vote, motion carried unanimously. <br /> <br />A tax-forfeited lot sold to Timothy Nerdahl at the last Commission meeting is not suitable for re- <br />locating a flood buy-out house, and Mr. Rustad said the purchaser has requested a refund. Mr. <br />Montplaisir said Mr. Nerdahl will need to return the lot to the condition it was in when he <br />acquired it and then deed it back to the county. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to refund the price of a <br />tax-forfeited lot in Lake Shure Estates Subdivision to Timothy <br />Nerdahl, and that the lot be deeded back to Cass County after it is <br />returned to its original condition. On roll call vote, motion carried <br />unanimously. <br /> <br />Garland Hagemeisterwas again present concerning the future of the house he purchased under <br />the flood buy-out program formerly owned by Pat and Di Scherling in Chrisan Glen Subdivision, <br />Stanley Township. The Commission discussed several options on this property at their May 17, <br />1999, meeting after being told that residents in the subdivision do not want the home moved <br />because of concerns about trees and future road conditions due to the weight and size of it. <br />One of the options was to refund the purchase price to Mr. Hagemeister and consider selling <br />the home for salvage. Mr. Rustad said the party who submitted the highest salvage bid is <br />interested in pursuing it for salvage if the Hagemeister's are granted a refund of the "as is" <br />purchase price. <br /> <br />Birch Burdick, State's Attorney, said he had an opportunity to review some of the statutes that <br />apply to the bidding process and would suggest re-advertising for bids if the Commission <br />decides to take any action other than the Hagemeister's proceeding with the purchase either <br />"as is" or for what salvage they can get from it. <br /> <br />Mr. Hagemeister feels his bid of $21,000 was too high for salvage value. He inquired about <br />being reimbursed for some expenses incurred while owning the home since last August, such <br />as heating the home, security and upkeep. Mr. Wieland said that would be a separate issue, <br />and something to be taken up by the attorneys if it is pursued. <br />
