<br />Commission Minutes--June 7,1999 1989 <br /> <br />As part of the transition plan, Mrs. Quick said she visited with Mr. Steiner and his new employer, <br />High Plains Technology (HPT), and worked out an arrangement for the Board's consideration <br />whereby they are willing to have Mr. Steiner continue working for Cass County government a <br />minimum of one day per week and a maximum of three days per week at the rate of $100 per <br />hour, in order to complete some of the projects that are ongoing. At this point, Mr. Steiner said <br />he has scheduled Mondays and Tuesdays to perform work for Cass County. Mrs. Schneider <br />suggested having Mr. Steiner start with consulting work for two days each week and re-evaluate <br />that schedule as needed. Mrs. Quick noted that the contract requires a 30-day notice <br />for termination of Mr. Steiner's services. <br /> <br />State's Attorney, Birch Burdick, reviewed a proposed computer services/software agreement <br />between High Plains Technology and Cass County, North Dakota. He provided input on the <br />agreement being considered today and called the Board's attention to a non-compete clause <br />that would prevent any HPT employee from later being hired by the county as of the date the <br />agreement is signed or within one year of that date. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to authorize the <br />chairperson of the Cass County Commission to sign the High Plains <br />Technology Computer ServiceslSoftware Agreement. On roll call <br />vote, motion carried unanimously. <br /> <br />16. REGISTER OF DEEDS/FEMA GRANT, High Plains Technology Computer Services/ <br />Software Agreement <br />Mike Steiner reported on a meeting held earlier today in Bismarck concerning a grant under the <br />Hazard Mitigation Program through FEMA (Federal Emergency Management Agency) for the <br />Register of Deeds flood-proofing project. The grant application has received final approval, and <br />Mr. Steiner provided a contract from High Plains Technology, his new employer as of June 14, <br />1999, for administration of the grant and retaining approximately $110,000 for this work. <br />According to a letter from the North Dakota Division of Emergency Management, the federal <br />share ofthe project will not exceed $909,848, the state share will not exceed $121,313, and the <br />local share of the project is 15%. Cass County's share will be in-kind. <br /> <br />Birch Burdick, State's Attorney, approved the contract as to form and made a suggestion to <br />attach a detailed scope of services, rather than only making reference to it. Mr. Steiner said a <br />majority of the counties in North Dakota do not have a back-up system for retrieval of records, <br />and the grant also involves microfilming. He will provide a draft copy to the State's Attorney of <br />the statement of assurances to build a central repository to store digital imaging that counties <br />will be asked to sign. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Meyer seconded to authorize the <br />chairperson of the Cass County Commission to sign the High Plains <br />Technology Computer Services/Software Agreement to provide <br />project management services for the Register of Deeds/FEMA grant, <br />and to include the scope of services suggested by the State's <br />Attorney. Discussion: It was the Board's understanding that no Cass <br />County dollars will be expended, other than miscellaneous expenses <br />such as transportation, primarily to Bismarck.
