<br />Commission Minutes--June 7, 1999 1988 <br /> <br />13. METROPOLITAN COUNCIL OF GOVERNMENTS, Transit Authority Feasibility Study <br />Robert Stein, Fargo-Moorhead Metropolitan Council of Governments, appeared before the <br />board concerning a Metropolitan Transit Authority Feasibility Study. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve <br />proceeding with the Metropolitan Transit Authority Feasibility Study <br />and to appoint Donna Schneider as the Cass County Advisory <br />Committee Member, with John Meyer serving as alternate, according <br />to a memorandum from the Fargo-Moorhead Metropolitan Council of <br />Governments dated May 12, 1999. On roll call vote, motion carried <br />unanimously. <br /> <br />14. JAIL CONSULTANTS, Transition plan approved <br />Bonnie Johnson, County Coordinator, updated Commissioners on jail planning and requested <br />a contract amendment to have the current jail architects, Foss Associates and Kimme & <br />Associates, develop the transition plan according to their proposal of May 26, 1999, at a cost <br />not to exceed $15,170. The consultants will assist the county design/transition team in <br />completing the tasks outlined in the scope of services. Sheriff Don Rudnick and Captain Walt <br />Willis are both in agreement with this proposal, according to Mrs. Johnson. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve the jail <br />transition plan as presented by Foss Associates and Kimme & <br />Associates, and amend the contract accordingly. On roll call vote, <br />motion carried unanimously. <br /> <br />15. INFORMATION SERVICES, Transition plan adopted <br />A transition plan for the Information Services Department was presented by Bonnie Johnson <br />with the following topics being included: project listing by Mike Steiner and staff; hiring <br />documents; interim positions; department head review; consideration of organizational changes <br />in the department; and a hiring team--consisting of Commissioners Robbie Quick and Donna <br />Schneider, Auditor Mike Montplaisir, Engineer Keith Berndt, Captain Glenn Ellingsberg, County <br />Coordinator Bonnie Johnson, and Lowell Wolff from the Fargo Public School District. <br /> <br />The position of Information Services Director is being vacated by Mike Steiner effective June <br />11, 1999. The deadline for receiving applications for this position is being extended to June <br />15th, according to Mrs. Johnson, because she determined there was an insufficient number of <br />applicants last week to begin scheduling interviews. <br /> <br />Mrs. Quick asked for comments from Mr. Steiner on the transition plan, and Mr. Steiner said the <br />project list he prepared is not all-inclusive. He supports the idea of revising the organizational <br />structure by adding a network specialist II position to supervise the two network specialist I <br />positions and eliminating the title of computer operator. Mr. Meyer favors leaving the structure <br />as it is until a new Information Services Director is hired for the department. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to adopt the <br />Information Services transition plan as outlined by Cass County <br />Coordinator, Bonnie Johnson. On roll call vote, motion carried <br />unanimously. <br />
