<br />Commission Minutes--May 17, 1999 1982 <br /> <br />said another option is to base the bid on salvaging what they can and demolishing the rest. <br />Mrs. Quick asked if the county would be allowed to buy back the property and re-sell it for <br />salvage, and Mr. Rustad said he talked to the State Disaster Agency and they would be <br />supportive of this action if the county deems it necessary. <br /> <br />Mr. and Mrs. Hagemeister were present and stated that they prepared their bid last year based <br />upon the understanding that they would be allowed to move the home out of the area to the City <br />of Mapleton where they own and operate a business. Since the necessary right of way for <br />moving the home is not in the proper hands, they are unable to move it. Mr. Hagemeister asked <br />the Commission to consider a salvage price rather than the purchase price of $21 ,000. <br /> <br />Mr. Burdick said he has talked to legal counsel for the homeowners opposed to moving this <br />home, and there is concern that it would take substantial effort to move it out and that it may not <br />be possible at all. He asked if all of the interested parties have gotten together on this issue, <br />and Mr. Rustad did not believe they had. <br /> <br />Commissioners were concerned about negotiating with Hagemeister's for re-purchasing the <br />property as salvage since there were other salvage bidders also. Hagemeister's would like to <br />acquire the property for salvage by paying $1 more than the highest salvage bid, or $6,501. A <br />question was raised on whether the second highest bidder is still interested in the property for <br />salvage and if this is a legal way of proceeding. Mr. Burdick said he will review the bidding <br />process with Mr. Rustad since he was not initially involved in the flood buy-out program. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to negotiate in the next <br />two weeks with the two highest bidders on the former Scherling <br />property located at 624 Orchard Park Drive in order to sell the <br />property as salvage instead of selling it to be moved, to refund the <br />difference to Mr. and Mrs. Garland Hagemeister, and to grant a 90-day <br />time extension; this being subject to State's Attorney approval. If this <br />option is not available, the county would allow for are-bidding <br />process with bids being opened at the June, 21,1999 Commission <br />meeting. At the call for the question and upon roll call vote, the <br />motion carried unanimously. <br /> <br />21. INFORMATION SERVICES MANAGER, Resignation accepted <br />A letter of resignation was received from Mike Steiner, Information Services Manager, effective <br />June 11, 1999. He is leaving the County's employment to pursue a job in private business. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to accept the resignation <br />of Michael Steiner, Information Services manager, effective June 11, <br />1999. Motion carried unanimously. <br /> <br />22. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to approve Voucher No. 128,135 <br />through No. 128,678. On roll call vote, motion carried unanimously. <br />
