<br />Commission Minutes--November 16, 1998 1898 <br /> <br />traffic and incident management, traveler information, emergency response, and <br />public transportation system needs; <br /> <br />WHEREAS, the 1998 Metropolitan ITS Comprehensive Plan presents a <br />coordinated program of advanced technology projects and strategies which will <br />enhance the urban and extraterritorial transportation system of the Fargo- <br />Moorhead area; <br /> <br />WHEREAS, the new federal transportation law (TEA-21) establishes a federal <br />assistance program to promote the deployment of ITS projects in metropolitan <br />areas; <br /> <br />NOW, THEREFORE BE IT RESOLVED, that the Cass County Commission does <br />hereby adopt the 1998 Metropolitan ITS Comprehensive Plan, and agrees to use <br />it as a tool to implement the Metropolitan Transportation's goals and objectives, <br />which will complement overall development of the metropolitan transportation <br />system. <br /> <br />17. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to approve Vouchers No. <br />121,315 through No 122,209. On roll call vote, motion carried <br />unanimously. <br /> <br />18. FLOOD MASTER PLAN COMMITTEE; MEETING UPDATES; WORKER'S COMPENSATION <br />RISK MANAGEMENT; LEGISLATIVE LUNCHEON; CHAMBER OF COMMERCE RETREAT; <br />BUILDINGS AND GROUNDS UPDATE; TOWNSHIP OFFICER'S MEETING; NDACO <br />LEGISLATIVE GROUP, Committee reports <br />Mrs. Quick reported on a public input meeting held by the Flood Master Plan Committee from <br />7:30-11 :30 PM November 12, 1998, at Hope Lutheran Church south campus. Terry Compson, <br />representing the Citizens for Responsible Flood Control, gave his presentation and request for <br />a second engineering opinion on the proposed dike system at the public input meeting. Jeff <br />Volk, Moore Engineering, also participated in the question and answer session. The Flood <br />Master Plan Committee will not make any decisions until Moore Engineering has completed <br />their final report and presented it to the committee, according to Mrs. Quick. Terry Compson <br />was present today and thanked Mrs. Quick for the opportunity to meet with her committee, and <br />he looks forward to continuing to work together. <br /> <br />All commissioners reported on various meetings they have attended in the past two weeks, as <br />well as upcoming meetings. Mr. Montplaisir will meet with department heads Frank Klein and <br />Keith Berndt to view and take pictures of flood properties to establish goals and procedures for <br />the future. He hopes to report back to the Commission by year-end. <br /> <br />Bonnie Johnson reported that Cass County government saved about $113,000 in the risk <br />management program through the Worker's Compensation Bureau, which is a credit to county <br />employees, department heads and the board of commissioners. <br />
