<br />Commission Minutes--November 16, 1998 1897 <br /> <br />The ITS plan provides a coordinated program of advanced technology in order to improve the <br />safety and efficiency of the area transportation system. Mr. Shorten talked about electronic <br />message signs informing motorists of traffic congestion, trains, adverse road conditions and <br />flood warning systems to indicate that an underpass or bridge is impassible due to high water. <br />Motorists could also be notified of travel conditions in the non-metropolitan area by utilizing <br />additional information sources for the existing highway advisory radio. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to adopt Resolution <br />#1998-18 as follows: On roll call vote, motion carried unanimously. <br /> <br />WHEREAS, the Cass County Commission is the duly elected governing body for <br />Cass County and is responsible for the planning and development of a safe and <br />functional transportation system; <br /> <br />WHEREAS, the Fargo-Moorhead Metropolitan Council of Governments (Metro <br />COG), as the metropolitan planning organization (MPO), is designated by the <br />Governors of North Dakota and Minnesota to maintain the metropolitan area's <br />transportation planning process in accordance with federal regulations; <br /> <br />WHEREAS, the USDOT earlier strongly encouraged, and now requires all MPOs <br />to consider intelligent transportation systems (ITS) as part of the possible <br />solutions to their metropolitan transportation issues; <br /> <br />WHEREAS, Intelligent Transportation Systems (ITS) is the application of <br />advanced sensor, computer, electronics, and communication technologies, <br />provided in an integrated manner to improve the safety and efficiency of an area <br />transportation system; <br /> <br />WHEREAS, the Fargo-Moorhead Metropolitan Council of Governments has <br />undertaken the task of preparing the Metropolitan Comprehensive ITS Plan, which <br />is a vital element of this planning process and which documents that potential ITS <br />solutions do exist in the F-M area; <br /> <br />WHEREAS, the Metro COG proposes to incorporate this Metropolitan ITS <br />Comprehensive Plan into its Metropolitan Transportation Plan as a critical sub- <br />element; <br /> <br />WHEREAS, the metropolitan ITS planning process was guided by the <br />Metropolitan ITS Steering Committee composed of a wide cross-section of <br />public/private sector, multi-modal technical experts; <br /> <br />WHEREAS, public and private organizations representing numerous <br />transportation interests, as well as groups and individuals from socially <br />disadvantaged groups, were invited and encouraged to participate in the Plan's <br />preparation, in compliance with Metro COG's Public Participation Plan; <br /> <br />WHEREAS, the 1998 Metropolitan ITS Comprehensive Plan was prepared using <br />an intermodal planning process; and proposed "smart" ITS projects will address <br />
