<br />Commission Minutes--November 2, 1998 1888 <br /> <br />Jeanne Narum, homeowner, said she is aware there have been public information meetings <br />held on the dike issue. She suggested allowing time at the public meetings for homeowners to <br />express their opinions and give written comments, if they wish. <br /> <br />Mrs. Quick said written comments are always welcome, as well as input at all of the public <br />meetings which have been held. She said a questionnaire was provided at the last meeting for <br />individual citizen input. The next public meeting is scheduled for 7:30 PM on November 10, <br />1998, at Hope Lutheran Church South Campus. Invitations to individual property owners will <br />not be mailed this time, however, all interested citizens are invited to attend. A notice of the <br />meeting will be published in the county's official newspaper. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to delay a decision on <br />additional mitigation expenses until such time as the Flood Master <br />Planning Committee reports back to the Commission. On roll call <br />vote, motion carried unanimously. <br /> <br />10. RENEWAL OF MOTION OF JULY 6,1998, Road access on County Road 10 <br />Mr. Koenig prepared a memorandum to Commissioners dated October 19, 1998, for renewal <br />of the motion which was defeated at the July 6, 1998, Cass County Commission meeting, for <br />an additional access on County Highway 10 to a proposed new office building of Sinner Bros. <br />& Bresnahan near Casselton. Since the meeting, Mr. Koenig said he has viewed the site and <br />visited with Robert Sinner about the business operation. There would not be any increase in <br />traffic caused by this new approach because the vehicles which currently use the farmyard <br />approach would now use the new approach, Mr. Koenig said. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Meyer seconded to approve the request of <br />Robert Sinner to construct an additional private drive on Cass County <br />Highway 10. Discussion: Mr. Meyer concurred with Mr. Koenig that <br />this approach will not result in additional traffic butwould re-route the <br />current traffic. Mrs. Schneider asked Keith Berndt, County Engineer, <br />about granting a policy exemption in this case. Mr. Berndt said it is <br />a Commission decision if they wish to grant the exemption. His <br />recommendation to deny the request was based on county policy, as <br />well as the engineering aspect. He said he receives approximately 20 <br />requests per year for additional approaches, particularly in the growth <br />area around Fargo. Mrs. Quick said she could not support the motion <br />because she is concerned about setting a precedent. Mr. Wieland, <br />however, supports the motion because the Casselton area is not a <br />heavy-traffic area and is outside the growth area of Fargo. He said <br />the county may need to consider revising the policy to reflect <br />different locations and traffic patterns within the county. Mrs. <br />Schneider mentioned having a committee consider changing this <br />policy. At the call for the question and upon roll call vote, Mr. Meyer, <br />Mr. Koenig and Mr. Wieland voted "Aye," Mrs. Quick and Mrs. <br />Schneider were opposed. <br />
