<br />Commission Minutes--November 2, 1998 1887 <br /> <br />100% funding from the North Dakota Department of Human Services <br />for temporary full-time positions in the Clerk of Court's Office to <br />assist with child support conversion. On roll call vote, motion carried <br />unanimously. <br /> <br />8. TAX-FORFEITED PROPERTY, Hearing on appraisal <br />A public hearing was advertised for this date and time on the appraisal of tax-forfeited property, <br />and the chair opened the public hearing. Michael Montplaisir, County Auditor, said the list of <br />properties and appraised amounts have been published in the official newspaper, and notices <br />were sent to the respective cities and townships. The sale will be held November 17, 1998, in <br />the County Auditor's Office beginning at 10:00 AM. Mrs. Schneider asked for comments from <br />the audience on this topic. No one asked to address the Commission at this time. <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to close the public <br />hearing on the appraisal of tax-forfeited property. On roll call vote, <br />motion carried unanimously. <br /> <br />9. FLOOD, Discussion with rural property owners: additional mitigation expenses delayed <br />Terry Compson, Chairman of a group called Citizens for Responsible Flood Control, addressed <br />the Board for the purpose of discussing concerns of rural property owners on the proposed <br />diking system approved by the Flood Master Plan Committee at their October 7, 1998, meeting. <br />He referred to a letter signed by about 350 Cass County residents, mostly people living south, <br />west and east of the proposed diking project which is designed to protect the area south of <br />Interstate 94 and west ofthe Red River and the Wild Rice River, north of Cass County Drain <br />47 and east of the Sheyenne River. Commissioners received a separate letter from Richard <br />and Carol Freeman, also expressing concerns about the proposed dike. <br /> <br />About 15 people were in the audience for this discussion today. Mr. Compson gave a <br />presentation showing maps of the area and hypothetical scenarios on potential flooding if the <br />proposed dike had been in place during the 1997 flood. He said the group is requesting that <br />the County obtain a second opinion from another engineering firm to examine the impact this <br />diking system will have on the area. They also asked that the County consider other diking <br />systems that will channel the water in such a manner to ensure that the crest levels in their area <br />will be no higher than they would be without the diking system. Mr. Compson said they do not <br />wish to have the majority of people protected at the expense of the minority. <br /> <br />Mr. Wieland suggested that Mr. Compson give his presentation to the Flood Master Plan <br />Committee so that all of those members would have an opportunity to hear it. He asked for <br />consideration of the request for a second engineering opinion on the project. Also, Mr. Wieland <br />suggested delaying the funding request of $100,000 for additional planning, at least until such <br />time at the Flood Master Plan Committee has heard Mr. Compson's presentation. <br /> <br />Mrs. Quick, who chairs the Flood Master Plan Committee, was agreeable to the group hearing <br />Mr. Compson's presentation. A majority of committee members were present today also. The <br />group's next meeting was scheduled for tomorrow, however, the meeting will be postponed <br />since Mr. Compson is unable to attend at that time. <br />
