<br />Commission Minutes--September 8, 1998 1866 <br /> <br />Also, it was estimated there are approximately 1,100 hours of work needed to clear up a backlog <br />in the department. Other technological advances have been suggested, such as seeking <br />proposals on a microfilming process. <br /> <br />Deanna Kensrud, Register of Deeds, was present and said she supports this move toward <br />automation. She is willing to forego a new employee request in her 1999 budget in order to see <br />how this system works for the department. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to authorize the Chairman <br />to sign a contract with Eagle Computer Systems, Inc. for automating <br />the Register of Deeds Office; to direct the Register of Deeds to prepare <br />specifications and requests for proposals for microfilming services <br />beginning with implementation of the new system; and authorize the <br />County Auditor to issue a check to Eagle Computer Systems, Inc, in the <br />amount of $27,846, which is due upon signing the Sales Agreement. <br />On roll call vote, motion carried unanimously. <br /> <br />14. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to approve Voucher No. <br />118,952 through Voucher No. 119,346. On roll call vote, motion carried <br />unanimously. <br /> <br />15. BUILDINGS AND GROUNDS UPDATE; CASS/CLAY COMMISSIONERS MEETING <br />DISCUSSED; NORTH DAKOTA ASSOCIATION OF COUNTIES QUARTERLY MEETING AND <br />RESOLUTIONS COMMITTEE; ELECTION UPDATE; BUDGET DISCUSSIONS; FLOOD BUY- <br />OUTS AND GREENWAY; STATE'S ATTORNEY STAFFING; COMMISSIONERS CONVENTION <br />SPONSORSHIP AND WELCOME ADDRESS, Committee reports <br />Ms. Johnson gave an update on parking lot gate repairs and seal coating the lot east of the <br />Courthouse, for a total estimated cost of $12,000. Commissioners were in agreement to have <br />the parking lot gates at the Courthouse and Annex replaced by Honeywell, Inc. using the same <br />card system and proximity readers as are used to gain access to the Courthouse and Annex <br />buildings. Previously issued parking lot cards would be obsolete, and employees not having an <br />entrance card to the buildings would be issued a Honeywell card for access to the parking lots. <br /> <br />Ms. Johnson said the Courthouse roofing project will be carried over to next year because she <br />was unable to hire a contractor on short notice during this time of year. <br /> <br />Since it is Cass County's turn to host a joint meeting with Clay County Commissioners, Ms. <br />Johnson will contact Clay County to suggest some dates in November or December. <br /> <br />Mr. Wieland and Mr. Meyer reported on a meeting of the North Dakota Association of Counties <br />in Bismarck. Mr. Meyer attended the Resolutions Committee meeting in place of Commissioner <br />Schneider, and she asked him to replace her on that committee because of her teaching position. <br /> <br />Mr. Wieland invited Commissioners to attend a meeting tomorrow evening, at which time <br />financing of County Highway 26 improvements will be discussed with officials of the new school <br />being built in that area. <br />
