<br />Commission Minutes--September 8, 1998 1865 <br /> <br />The Board has hired a jail architect, Foss Associates of Fargo, and a consultant, Kimme & <br />Associates of Champaign, Illinois. Ms. Johnson said the consultant, Dennis Kimme, is scheduled <br />for an initial planning meeting in Fargo on September 24-25, 1998. <br /> <br />Sheriff Rudnick was present and said he is hopeful that a question can be posed to the county <br />voters next April on whether or not they favor building a new jail, considering the condition of the <br />current structure and the overcrowding problem. <br /> <br />Ms. Johnson said the architect and consultant believe the planning phase can be completed <br />within five months so the building size, location and estimated costs can be presented to the <br />voters in a formal awareness campaign, which would take place 6-8 weeks prior to the election. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to approve the <br />organizational structure and timeframe for the jail facility development <br />process according to memorandum from Bonnie Johnson, County <br />Coordinator, dated August 26, 1998. Ms. Johnson asked <br />Commissioners to provide names of potential committee members for <br />the next meeting. On roll call vote, motion carried unanimously. <br /> <br />12. WEED CONTROL BOARD MEMBERSHIP, Appointment structure changed to 5 members <br />Keith Berndt, County Engineer, sent a memorandum to Bonnie Johnson regarding changes in <br />State law concerning membership on the county weed control board. The board is currently <br />made up of one member from each of four geographical areas of the county, one member from <br />the City of Fargo, one from the City of West Fargo and one County Commissioner. However, <br />since the State law relating to weed board membership was changed last August, Mr. Berndt <br />suggested updating county policy in thisarea. He said it appears the City of Fargo member is <br />no longer eligible for representation since the city has established a city weed control program. <br />MOTION, passed <br />Pursuant to changes in the State law concerning weed board <br />membership, Mr. Koenig moved and Mr. Wieland seconded to amend <br />the structure of the Cass County Weed Control Board from 7 members <br />to 5 members and seek applicants to fill the existing vacancies. <br />Discussion: Mr. Wieland asked if Mr. Berndt is recommending that a <br />commissioner continue to serve on the weed board, and Mr. Berndt <br />said that is not his recommendation unless they happen to live in a <br />membership quadrant. At the call for the question and on roll call vote, <br />motion carried unanimously. <br /> <br />13. REGISTER OF DEEDS COMPUTER SYSTEM, Contract with Eagle Computer Systems. Inc. <br />Mike Steiner, Information Services Director, presented a contract with Eagle Computer System, <br />Inc. (ECS) for a Software Support Agreement and Sales Agreement for the Register of Deeds <br />automation project, according to his memorandum to the Commission dated today. County <br />Auditor Mike Montplaisir said this system is currently operating in five counties in North Dakota. <br />In a letter to the County Commission dated September 1, 1998, he said lease possibilities were <br />discussed in budget reviews in order to have the system up and running about January 1, 1999. <br />Annual lease payments are estimated to be $60,000 for five years. The total cost of the system <br />will be less than $250,000, according to the County Auditor. <br />
