<br />Commission Minutes--August 3, 1998 1848 <br /> <br />Bids were received at noon today on the Pat Scherling property, which was purchased by Cass <br />County in the flood buy-out program. The home was previously advertised for sale by the county <br />but no bids were received until the property was re-advertised for sale or salvage. The highest <br />bid was submitted by Garland Hagemeister of West Fargo in the amount of $21,000.00. <br /> <br />Mr. Rustad also reported on the demolition phase ofthe project, which was awarded to Northern <br />Improvement Company. <br /> <br />Commissioners awarded a bid earlier today on the St. Benedict road project (Cass County <br />Highway Improvement District #98-1). Mr. Rustad said bids were below the engineer's cost <br />estimate. <br /> <br />Mrs. Quick gave an update on continued activities of the Flood Master Planning Committee. She <br />also mentioned a telephone call from a resident of Forest River Subdivision who is concerned <br />about soil slippage due to houses on both sides of her property being moved. Mr. Rustad said <br />the soil around the buy-out properties will be stabilized by implementing measures in accordance <br />with FEMA standards. <br /> <br />Rick Nelson, who lives on 64th Avenue South, Fargo, addressed the Board at this time about the <br />status of his property. If Mr. Nelson's property is included in the buy-out program, he asked <br />about the demolition date because he would need to move a lot of things off his property. He is <br />looking for help finding outside storage for some of his items. Mrs. Quick is familiar with the <br />Nelson property and she understands they are waiting for a decision on their home. She felt a <br />decision will be made soon. <br /> <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to approve Vouchers No. <br />117,950 through No. 118,411. On roll call vote, motion carried <br />unanimously. <br /> <br />14. COMMISSION PORTFOLIOS; BUDGET MEETINGS; LAKE AGASSIZ REGIONAL <br />DEVELOPMENT CORPORATION REORGANIZATION ; NATIONAL ASSOCIATION OF <br />COUNTIES AWARD; FLOOD PUBLIC INPUT MEETINGS; STATE'S ATTORNEY ASSISTANT <br />REPLACEMENT; ROAD MEETINGS; KIDS VOTING, Committee reports <br />Jeannette Stanton, Fargo, addressed the board at this time and encouraged Commissioners to <br />listen to the people they are elected to serve. She had a question about how the Commission <br />portfolio system works, and Mrs. Schneider previously responded to that question in writing. <br /> <br />Mrs. Schneider reported that meetings on the 1999 county budget are being scheduled with <br />department heads during the week of August 17th. Commissioners Koenig and Quick said they <br />have been meeting with their portfolio departments on preliminary proposals. <br /> <br />Mr. Meyer attended the last meeting of the Lake Agassiz Regional Development Corporation as <br />the alternate to Mrs. Quick. He also attended the meeting held earlier today, set up by the <br />State's Attorney, John Goff, with other counties in the Lake Agassiz region and the Attorney <br />General. Mr. Goff reported there is some progress being made in re-organizing to bring them <br />into compliance with the Attorney General's Office. He anticipated that some additional changes <br />will be made by October 1, 1998. <br />
