<br />Commission Minutes--August 3, 1998 1847 <br /> <br />8. RESOLUTION #1998-14 RESCINDED, County Road 31 reconstruction proiect <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to rescind Resolution <br />#1998-14 passed by the Cass County Commission on July 20, 1998, <br />concerning the condemnation of the Blackmore property for County <br />Road 31 reconstruction. On roll call vote, motion carried unanimously. <br /> <br />9. CONTRACT APPROVAL, Foss Associates: Border States Paving <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chair to sign: On roll call vote, motion carried unanimously. <br />Foss Associates-jail consultants <br />Border States Paving--County Highway Improvement District #98-1 <br />(County Road 21, EDA project No. 05-19-59049), contingent upon <br />EDA approval, in the amount of $387,861.70 <br /> <br />10. HOUSING AUTHORITY OF CASS COUNTY, Application for additional housing vouchers <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to send a letter of support <br />for the application of the Housing Authority of Cass County for an <br />additional 41 housing vouchers. On roll call vote, motion carried <br />unanimously. <br /> <br />11. COMMISSION POLICY MANUAL, Tax Incentive Policy Section 34.00 amended <br />Mr. Koenig proposed changes in the county's tax incentive policy, as recommended by a <br />committee consisting of himself, John Goff, Michael Montplaisir, Frank Klein, and Bonnie <br />Johnson. Mrs. Johnson was on vacation at the time the committee met, however, she has now <br />reviewed the proposed policy changes and concurs with other committee members. <br /> <br />The modifications, according to Mr. Koenig, clarify the intent of the county's policy after a <br />question was raised at the May 18, 1998, Commission meeting about whether the county's tax <br />incentive policy pertains to new or existing structures. Language was added to state that this <br />policy is a business expansion and jobs creation policy and applies to new and existing business, <br />as well as new or existing buildings. New construction is not required to make application for tax <br />exemptions under this policy. Mrs. Schneider invited comments from the board or from the <br />audience. Hearing none, the Board proceeded. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Meyer seconded to amend the Commission <br />Policy Manual Section 34.00, Tax Incentive Policy, as recommended by <br />the Tax Incentive Policy Review Committee. On roll call vote, motion <br />carried unanimously. <br /> <br />12. FLOOD UPDATE, Sale of Scherling property <br />Irv Rustad, Lake Agassiz Regional Development Corporation, gave an update on flood-related <br />activities. He did not have a revised budget sheet today, however, he said no money has been <br />spent since the last print-out Commissioners received. <br />
