<br />Commission Minutes-July 20, 1998 1842 <br /> <br />17. JAIL RECOMMENDATIONS, Architectural consultant selected: National Institute of <br />Corrections seminar: <br />County Coordinator, Bonnie Johnson, agreed with the Board's motion to select the consulting <br />firm first and then approve the list of attendees for the training seminar. <br /> <br />She reported what has taken place so far on the jail project, beginning with the request for <br />qualifications, the process of selecting and interviewing the top three out of seven firms who <br />submitted proposals, and concluding with a special meeting held earlier today by the County <br />Commissioners, at which time a consensus was reached on the final selection of a design <br />architect. <br />MOT/ON, passed <br />Mr. Meyer moved and Mr. Koenig seconded to approve the firm of <br />Foss Associates as the architectural consultant for Cass County for <br />the purpose of designing a new jail. On roll call vote, motion carried <br />unanimously. <br /> <br />William Cowman, Foss Associates, was present and thanked the Commissioners for selecting <br />them. He said his firm, as well as their consultants, look forward to working with the county on <br />this project. <br /> <br />MOT/ON, passed <br />Mr. Koenig moved and Mrs. Quick seconded to approve the following <br />members to attend the United States Department of Justice, National <br />Institute of Corrections, Planning of New Institutions Seminar, in <br />Longmont, Colorado, August 10-14, 1998: On roll call vote, motion <br />carried unanimously. <br /> <br />Don Rudnick <br />Walt Willis <br />Alon Wieland <br /> <br />Mike Montplaisir <br />Bonnie Johnson <br />Rick Hoganson <br /> <br />18. VOUCHERS, Approved <br />MOT/ON, passed <br />Mrs. Quick moved and Mr. Koenig seconded to approve Vouchers No. <br />117,338 through No. 117,949. On roll call vote, the motion carried <br />unanimously. Mrs. Quick suggested encouraging department heads <br />to include more detail when entering bills on the computer system so <br />that commissioners have more information when reviewing the bills. <br /> <br />19. DRUG PROSECUTION; MEETING UPDATES; TAX INCENTIVE POLICY; BUDGETS; <br />BUILDINGS AND GROUNDS UPDATE; FLOOD BUY-OUT, Committee reports <br />John Goff, State's Attorney, reported on the drug prosecution program and looking at ways to <br />handle the asset forfeiture cases. He invited Commissioners to attend a meeting tomorrow at <br />1 :30 PM at the Law Enforcement Training Center in north Fargo. <br /> <br />Mrs. Quick reminded Commissioners oftwo public input meetings scheduled for July 21 and July <br />22, 1998, at 7:30 PM at Hope Lutheran Church South Campus, 3636 25th Street South in Fargo, <br />for the Cass County Flood Hazard Mitigation Study. <br />
