JAIL NURSING SERVICES, Increase for remainder of 1998 <br />Mary Kay Herrmann, Director of Fargo Cass Public Health, and Cheryl Hagen, Public Health <br />Services Manager, were present to request an increase in the amount of jail nursing services <br />due to the work load at the Cass County jail. Sheriff Don Rudnick was also present and <br />provided a letter dated June 11, 1998, supporting the request for additional staff and suggesting <br />that the increase be funded through the inmate commissary fund for the remainder of the 1998 <br />fiscal year. The entire amount will be included in the 1999 budget request, according to the <br />Sheriff. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to approve an increase <br />of $2,259.00 in the 1998 budget for the Cass County Jail nursing <br />services, as requested in a letter from Fargo Cass Public Health dated <br />June 10, 1998. Discussion: Mr. Koenig asked ifthere was any thought <br />given to doing a time study of the jail nursing staff, and Ms. Herrmann <br />said a time study was conducted prior to them contracting with the <br />County. She said this is a high-stress area and the county had <br />difficulty keeping staff for the position. Also, she said the work load <br />has increased with the inmate population increasing. Mr. Wieland <br />said the nursing services will be re-evaluated when the 1999 budget <br />is considered. On roll call vote, motion carried unanimously. <br /> <br />13. FLOOD UPDATE, Report by Irv Rustad <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided hand-outs on the <br />following items: Cass County flood buyout demolition bid form and instructions, bid results from <br />second round of salvage or purchases, a map showing the proposed dike for the City of <br />Mapleton's flood control project, and a list of fund balances dated June 15, 1998. <br /> <br />14. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to approve Vouchers <br />No. 115,944 through No. 116,487. On roll call vote, motion carried <br />unanimously. <br /> <br />15. ROAD DEPARTMENT, Gravel request delayed <br />Keith Berndt, County Engineer, requested authorization to exceed the highway department <br />budget line item by up to $400,000 in order to put more gravel on county roads which need <br />improvement. Funding for the cost overrun was discussed with Michael Montplaisir, County <br />Auditor. <br /> <br />Mr. Wieland, as Highway Department portfolio commissioner, had discussed the proposal with <br />Mr. Berndt prior to today's meeting, however, he asked to delay a decision until the July 20th <br />meeting because of public meetings being scheduled for the next several weeks in various rural <br />communities in Cass County. Mr. Wieland said the upcoming informal meetings will provide <br />residents with an opportunity to share their ideas and concerns, as well as providing an <br />opportunity for the county to gain insight on road conditions. County road improvements could <br />then be prioritized with the funding being authorized for specific projects. <br />
