(Towers <br />II Proiect) and Loan Aqreement Documents <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to adopt Resolution <br />#1998-12 Authorizing the Issuance of Health Care Facilities Revenue <br />Bonds (American Lutheran Homes, Inc. Towers II Project) Series 1998, <br />and Approving and Authorizing the Execution and Delivery ofthe Loan <br />Agreement and Other Documents. On roll call vote, motion carried <br />unanimously. <br /> <br />9. CONTRACT APPROVAL, Public Defenders <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chair to sign: On roll call vote, motion carried unanimously. <br /> <br />Mark Beauchene and Steve Mottinger for indigent defendants in mental health <br />proceedings; and <br /> <br />Ottmar and Ottmar Law firm as mental health public defender for all respondents <br />located at the North Dakota State Hospital in Jamestown. <br /> <br />10. PERMIT FOR SPECIAL EVENT, Fargo Holiday Inn at Bonanzaville <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to approve a special <br />event alcoholic beverage permit for the Fargo Holiday Inn for a <br />bankers convention at Bonanzaville on June 15,1998, from 6:00-9:00 <br />PM. On roll call vote, motion carried unanimously. <br /> <br />11. ORDINANCE FIRST READING, Animal Control <br />Sheriff Don Rudnick presented a draft copy of an animal control ordinance, which was reviewed <br />by the States Attorney, John Goff. The purpose ofthe ordinance is to promote the public health, <br />safety, comfort and general welfare of the county through the proper control and care of animals <br />by their owners and others. <br /> <br />Mrs. Schneider invited comments from the audience and from members of the Commission. <br />Commissioners reviewed the general provisions section on page 2, as well as the penalty <br />section on pages 4 and 5. The Board also considered the need to exempt guide dogs, however, <br />Mike Argall from the Sheriff's Department said this pertains to dangerous animals. <br />MOT/ON, passed <br />Mr. Wieland moved and Mr. Meyer seconded to approve first reading <br />of a Cass County Animal Control Ordinance and to set the second <br />readingladoption for July 20, 1998, to allow time for publishing a <br />summary of the ordinance in the official newspaper at least 20 days <br />between the first and second reading; with a review under "General <br />Provisions, A-1" to include that law enforcement officers, acting in <br />their official capacity, shall be exempt from the provisions of this <br />section; to review whether or not guide dogs should be mentioned; <br />
