<br />Commission Minutes-June 15, 1998 1825 <br /> <br />Mr. Berndt was not opposed to the Commission delaying a decision at this time, and he said a <br />decision at the second meeting in July should allow enough time to get the work done this fall. <br />Some of the work will be contracted, he said. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to delay the request for <br />additional gravel road maintenance funding until after the informal <br />meetings with rural residents, and to place the item on the July 20th <br />Commission agenda. On roll call vote, motion carried unanimously. <br /> <br />16. ROAD DEPARTMENT, Mowing of county ditches <br />Mr. Berndt requested Commission approval to modify county mowing practices in order for the <br />county to mow specified county highway ditches during the summer to help slow the spread of <br />a noxious weed, Leafy Spurge. In the past, the only mowing the county did was during late fall <br />when landowners failed to mow the ditches and the county assessed the cost to the adjoining <br />landowner. Mr. Berndt said he would not discourage landowners from continuing to mow road <br />ditches adjacent to their property. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to authorize the County <br />Engineerto modify county mowing practices as deemed necessary for <br />the control of noxious/non-noxious weeds and improve roadside <br />maintenance for the year 1998, to be reviewed at the end of the year. <br />On roll call vote, motion carried unanimously. <br /> <br />17. ORDINANCE DRAFT; MEETING UPDATES; JAIL FACILITY IN PEMBINA COUNTY; <br />BREWER LAKE FENCE REPAIRED; SHERIFF'S VEHICLES SOLD; ELECTION EQUIPMENT; <br />BUILDINGS AND GROUNDS UPDATE; PERSONNEL REPORT; JAIL ARCHITECTS, <br />Committee reports <br />John Goff provided a revised copy of the proposed animal ordinance after changes were made <br />by Mike Argall, Sheriff's Department, based on the Commission's earlier action today. <br /> <br />Commissioners reported on meetings they have attended since the last Commission meeting, <br />as well as upcoming meetings. Mr. Wieland, Sheriff Rudnick and County Coordinator, Bonnie <br />Johnson attended a meeting in Grand Forks last week concerning a proposed correctional <br />facility in Pembina County. Mr. Wieland sent a letter thanking them for the invitation to attend <br />their meeting and indicating Cass County will continue to have interest in their project. <br /> <br />Mike Montplaisir reported that the fence at Brewer Lake has been repaired after being <br />vandalized this spring. He also reported that four vehicles from the Sheriff's Department were <br />sold at public auction for about $16,000. New election equipment was not demonstrated at two <br />precincts during the Primary Election last week because of a programming error discovered the <br />day before the election. Mr. Montplaisir said the canvassing board met earlier today. <br /> <br />Bonnie Johnson gave an update on buildings and grounds activities, as well as reporting on <br />completion of a county personnel web site. Ms. Johnson will be teaching human resources one <br />night per week this fall as an adjunct professor in the Master's Program at Moorhead State <br />University. Mrs. Schneider said this is a credit to the county human resources program. <br /> <br />Jail architect interviews will be scheduled for a Monday morning on a regular Commission <br />meeting day sometime after the June 19th deadline for receiving qualifications for architectural <br />services for the Cass County jail project.
