<br />Commission Minutes-June 1, 1998 1818 <br /> <br />assessment is incorrect. Mr. Schmitt's letter states his home was completely destroyed in the <br />flood of 1997 and any improvements since that time were made so the home would be liveable. <br /> <br />Mr. Wieland suggested writing a letter to Mr. Schmitt addressing the two additional items in his <br />letter, one being a request for a "Dead End" sign at the beginning of Forest River Road and the <br />other concerning destruction of trees. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded that the William Schmitt <br />appeal be denied, and that the chairperson write a letter to the <br />applicant encouraging him to contact the Director of Equalization or <br />the Stanley Township Assessor to set up an inspection of the <br />property; as well as having the chair respond to Mr. Schmitt on the two <br />additional items mentioned in his letter. Discussion: Mrs. Quick said <br />Mr. Schmitt had originally requested a flood buy-out and then elected <br />to stay and repair the property. Mr. Klein said the property owner may <br />choose to follow the abatement process if he believes the assessment <br />is not appropriate. On roll call vote, motion carried unanimously. <br /> <br />Concerning the Albert and Calette Frisinger property in Heritage Hills Estate, Stanley Township, <br />Mr. Klein said a "Notice of Increase in Real Estate Assessment" was sent to them in April by the <br />Stanley Township Assessor. They met earlier today with Mr. Klein, and Mr. Frisinger is <br />requesting more time to gather additional information on their assessment. <br /> <br />Mr. Klein talked about the Stanley Township residential values of the last two years. He said the <br />township reduced assessments on properties that had flood damages and increased them after <br />improvements were made. He informed Mr. and Mrs. Frisinger at their meeting in his office <br />earlier today what their 1997 valuation was before the spring flood. Mr. Klein recommends <br />referring them to the local assessor and if they feel they have grounds for an appeal, they could <br />follow the abatement process. <br /> <br />Mrs. Schneider asked if there was anyone else in the audience who wished to address the <br />County Board of Equalization. No one asked to be recognized at this time. <br />MOTION, passed <br />On motion by Mr. Wieland and seconded by Mrs. Quick, the 1998 Cass <br />County Board of Equalization meeting adjourned at 4:30 PM. Motion <br />carried unanimously. <br /> <br />The Board continued the regular meeting of the Cass County Commission. <br /> <br />14. RESOLUTION #1998-11, MIDA Bonds for NDSU Development Foundation <br />A public hearing was advertised for this date and time on the request for MIDA Bond financing <br />submitted by North Dakota State University (NDSU) Development Foundation in the amount of <br />$2,500,000. Attorney James Stewart was present, as well as Jim Miller, Executive Director of <br />the NDSU Development Foundation. <br /> <br />Mrs. Schneider opened the public hearing and invited comments from the audience and from the <br />Commission. Mr. Wieland asked if the County is nearing the $10 million annual limit on MIDA <br />
