<br />Commission Minutes-May 18, 1998 1811 <br /> <br />Mr. Wieland indicated at the last meeting that he could support a partial exemption, however, he <br />is concerned that this exemption is being requested for an existing building. He questioned <br />whether it meets the purpose of the county's tax incentive policy since it is not new construction. <br /> <br />Mr. Montplaisir said the county's tax incentive policy does not specify whether it pertains to <br />existing structures or new construction, and he thinks the policy is mainly concerned with <br />expanding job opportunities in the county. Mr. Sanders' application projects an increase of four <br />employees in the next five years. <br /> <br />Mr. Wieland suggested that the county's tax incentive policy be reviewed and clarified, especially <br />on the question of whether an exemption should apply to new construction or existing structures. <br />He could not recall any past exemptions being granted for anything other than new construction. <br />MOTION, passed <br />Mrs. Quick moved and Mr. Wieland seconded to approve a one-year, <br />50% property tax exemption for Todd Sanders, Sanders Metal <br />Products, Inc. Discussion: Mr. Koenig agreed thata 5-yearexemption <br />may not be warranted, however, he favored granting more than a one- <br />year exemption. Mrs. Schneider said she was impressed with Mr. <br />Sanders' proposal but expressed concern about approving this motion <br />because of the precedent it would set if current policy is not reviewed. <br />At the call for the question and upon roll call vote, motion carried with <br />Mrs. Quick, Mr. Wieland and Mr. Meyer voting "Aye"; Mrs. Schneider <br />and Mr. Koenig opposing. <br /> <br />13. FLOOD UPDATE, Report by Irv Rustad <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided a hand-out on fund <br />balances from the 1997 flood. A bid opening will be held this Wednesday for the sale of 14 <br />additional properties, and bids will then be advertised for demolition work. Mr. Rustad said July <br />1, 1998, is the deadline for moving the homes that have been purchased by individuals. Only <br />four have been moved so far, according to Mr. Rustad. <br />MOTION, passed <br />Upon recommendation of Mr. Rustad, Mrs. Quick moved and Mr. <br />Koenig seconded to authorize the chairperson to sign a letter to the <br />Department of Housing and Urban Development (HUD) delegating to <br />the political subdivisions all environmental review determinations for <br />the HUD Disaster Relief Initiative Fund. On roll call vote, motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Also at the request of Mr. Rustad, Mr. Wieland moved and Mr. Meyer <br />seconded to authorize the chairperson to sign Easement and <br />Agreement with Scott D. and Becky L. McCollum and with Thomas C. <br />and Nancy M. Elstad concerning road easements for property buy- <br />outs, with the stipulation that any repair or maintenance on the <br />easement for access purposes be done by the recipient of the <br />easement. On roll call vote, the motion carried unanimously. Mr. <br />Rustad will contact the attorney who drafted the easements to have <br />this stipulation added. <br />
