<br />Commission Minutes-May 4, 1998 1807 <br /> <br />County Auditor, Michael Montplaisir, said someone called about meal reimbursements, and they <br />were told the Auditor's Office was following county policy. Mr. Montplaisir attends CPA (Certified <br />Public Accountant) luncheons where continuing education credits are offered, and he said he <br />does not submit meal reimbursement requests since it is against county policy and he does not <br />feel the taxpayer owes him lunch. <br /> <br />Another issue that has come up, Mr. Montplaisir said, is that he believes the county is paying Bar <br />Association dues which is not allowed under current county policy. Mr. Goff said the county is <br />not paying Bar Association dues to his knowledge. He said the county pays one-half of each <br />attorney's professional license fee, which varies between $200-$250 per year. <br /> <br />Mr. Meyer said it appears the issue is about policy. Mr. Koenig asked the question whether the <br />county commission is violating policy when hosting a luncheon every other year with Clay County <br />and with the City of Fargo, for example. <br /> <br />MOTION, failed <br />Mr. Meyer moved that the meal reimbursement policy be reviewed by <br />the Personnel Overview Committee with a recommendation back to the <br />full Commission. Hearing no second, after asking three times, the <br />Chair declared the motion failed. <br /> <br />Mr. Wieland said the reason he did not second the motion was because he is not sure the <br />Personnel Overview Committee is the appropriate committee to discuss this issue. His biggest <br />concern is how this issue affects the other county departments and employees. Mrs. Quick was <br />also concerned about consistency within the county. She and Mrs. Schneider said it is not <br />feasible to even consider attending a seminar out of town to get credits when they can be earned <br />locally during a person's lunch hour. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to ask Mr. Goff and <br />County Coordinator, Bonnie Johnson, to review current policy and <br />make a recommendation to the full Commission based upon policy of <br />surrounding cities and counties. At the call for the question and upon <br />roll call vote, the motion carried unanimously. <br /> <br />14. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to approve vouchers No. <br />114,143 through No. 114,850. On roll call vote, motion carried <br />unanimously. <br /> <br />15. MEETING UPDATES; JAIL COMMITTEEIPONI PROGRAM; WORKER'S COMPENSATION <br />RATES, Committee reports <br />Commissioners Quick, Meyer and Wieland reported on meetings they have attended since the <br />last Commission meeting. <br /> <br />Bonnie Johnson reported the National Institute of Corrections PONI (Planning of New <br />Institutions) Program application for Phase II has been completed. The program which Cass <br />County attendees plan to participate in will be held August 10-14,1998, in Longmont Colorado, <br />
