<br />Commission Minutes-May 4, 1998 1806 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to delay a decision on <br />the new business tax exemption application of Todd Sanders until the <br />May 18, 1998, Commission meeting. On roll call vote, motion carried <br />unanimously. <br /> <br />Mrs. Schneider asked for further discussion or comments and hearing none, invited a motion to <br />close the public hearing. <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to close the public <br />hearing on the tax exemption application of Todd Sanders. Motion <br />carried. <br /> <br />12. SHERIFF'S DEPARTMENT, Jail recreation program assistance <br />Walt Willis, Chief Correctional Officer in the Cass County Jail, submitted a letter to the <br />Commission Office dated April 24, 1998, and Mr. Willis was present today requesting permission <br />to establish a job position for a recreation officer to work 30-40 hours per week. This would be <br />a temporary position responsible for supervising jail inmates participating in outdoor recreation, <br />which is a program mandated by state law. <br /> <br />Mr. Wieland suggested limiting the position to a termination date no later than October 1st, This <br />is agreeable with Mr. Willis, who estimated the person would be employed from now until the end <br />of September. The position would be graded a B21 on the county pay scale with an hourly salary <br />of about $9.50, and Mr. Willis proposed paying the salary from the jail commissary fund. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded that the Cass County <br />Sheriff's Department be permitted to establish a temporary job <br />position for a programs officer to supervise jail inmates participating <br />in outdoor recreation. The position will be budgeted with money from <br />the Inmate Commissary Fund, and it will be terminated on or before <br />October 1, 1998. Mr. Koenig asked if a budget adjustment is <br />necessary, and the county auditor said that will be done at a later time. <br />On roll call vote, motion carried unanimously. <br /> <br />13. STATE'S ATTORNEY, Meal reimbursement <br />John Goff, State's Attorney, submitted letters to the Commission Office dated April 24 and May <br />1, 1998, concerning meal reimbursement for attorneys who work for Cass County to receive <br />continuing legal education credits while attending Cass County Bar Association monthly <br />meetings. He said the April Bar Association meeting offered three hours of ethics credit which <br />is sufficient to meet the ethic requirements for an attorney for a three-year reporting period. Mr. <br />Goff said the only cost for these credits was $7.25 for the luncheon. Continuing legal education <br />credits are mandatory in order to maintain a license to practice law, he said, and more expensive <br />if obtained elsewhere, such as traveling out of town and paying a registration fee. <br /> <br />Mr. Wieland made reference to Mr. Goff's second letter, which stated he would have preferred <br />that the matter had been brought to him for discussion before formal action was taken to prohibit <br />these activities. Mr. Wieland said there was no action taken other than to follow current policy. <br />Mr. Goff said he was told the County Auditor's Office removed the Bar Association as a vendor. <br />
