Inc. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Meyer seconded to grant site authorization <br />permits to conduct games of chance under license issued by North <br />Dakota Attorney General's Office for the period of July 1, 1998 through <br />June 30, 1999 as follows: Veterans Club, Inc. at Club 94, Casselton, <br />and at the Bronco Bar, Chaffee. On roll call vote, motion carried <br />unanimously. <br /> <br />10. CONTRACT APPROVAL, Dakota Bridge Builders: Mayo Construction: Morris Sealcoat: <br />Northern Capital Trust <br />MOTION, passed <br />Mr. Koenig moved and Mr. Meyer seconded to authorize chairperson <br />to sign resolution accepting low bids; to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to State's Attorney approval; and to authorize <br />the chairperson to sign contracts: On roll call vote, motion carried <br />unanimously. <br /> <br />Dakota Bridge Builders-bridge replacement between Section 32 and 33, Harwood <br />Township, in the amount of $220,163; <br />Mayo Construction-bituminous surfacing on County Highway 3, 4 and 5 in the <br />amount of $1,350,365.85; <br />Morris Sealcoat-seal coat on County Highway 10, 20, 22 and 28 in the amount of <br />$90,875.88; <br />Northern Capital Trust for flexible benefits program administration. <br /> <br />11. TAX EXEMPTION HEARING, Sanders Metal Products <br />A public hearing was advertised for this date and time on an application for property tax <br />incentives for new or expanding businesses submitted by Todd Sanders, operating Sanders <br />Metal Products, Inc. of Fargo. Mr. Sanders was present and said he has been in business about <br />nine years and has outgrown the space they currently occupy. <br /> <br />Referring to the county tax incentive policy, Mrs. Schneider asked if the proposed business <br />expansion includes new jobs and a 20% increase in sales or diversions into another line of <br />product. Mr. Sanders said he presently has eight employees and intends to hire five additional <br />employees over the next five years. He will not be adding another line of product and couldn't <br />be certain there would be a 20% increase in sales. However, Mr. Sanders said expanding his <br />business will make it more efficient and allow him to acquire larger contracts. He believes a 20% <br />increase would be realistic, and he intends to expand his business even if he is not granted a <br />tax exemption. He said he meets the criteria in county policy as far as a minimum salary of at <br />least $7.50 per hour and a fully-paid single health insurance premium. <br /> <br />Mr. Wieland suggested delaying a decision on the tax exemption request until the next meeting <br />to allow additional time for possible objection by business competitors. He indicated he could <br />perhaps support some form of exemption, but probably not five years as requested. <br />
