<br />Commission Minutes-April 6, 1998 1794 <br /> <br />Mr. Meyer questioned exempting the dwelling where an employee would be living. John Goff, <br />State's Attorney, said that would be a commission decision from a political standpoint. From a <br />legal standpoint, he would have to research the issue before that determination could be made. <br /> <br />In order to obtain more information, Mr. Wieland suggested deferring the tax exemption request <br />until the next meeting. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to defer action on the new <br />business tax exemption application of Breezy Manor Equestrian Centre <br />until the April 20th meeting in order to review county policy and allow <br />time for the State's Attorney to address the issue of exempting the <br />residence from a legal standpoint. Discussion: Mr. Montplaisir <br />suggested seeking input from the affected school district and township <br />where the property is located even though it is no longer required by <br />State Law. Commissioners were in agreement. At the call for the <br />question and upon roll call vote, motion carried unanimously. <br /> <br />Mrs. Schneider asked for further discussion or comments and hearing none, she invited a motion <br />to close the public hearing. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to close the public hearing. <br />Motion carried unanimously. <br /> <br />17. VOUCHERS, Aooroved <br />Mr. Wieland reviewed vouchers this month and questioned reimbursement of bills for noon <br />luncheons. County policy states that employees must be away from their office a minimum of four <br />hours to receive reimbursement for meals and no meal reimbursement is allowed except for <br />business outside of Cass County. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to approve Vouchers No. <br />113,302 through No. 113, 770; and to request that the Auditor's Office not <br />accept future bills for meal reimbursement unless they meet the travel <br />and expense reimbursement policy. On roll call vote, motion carried <br />unanimously. <br /> <br />18. TOWNSHIP OFFICERS MEETING; FLOOD MEETING; COUNTY PARK VANDALISM; COUNTY <br />ROAD 20 IMPROVEMENT MEETING; ANNEX VENTILATION, Committee reports <br />John Goff reported that he attended the spring annual meeting of the Cass County Township <br />Officer's Association, as did Mr. Meyer and Mrs. Quick. County Planner Joel Quanbeck and Mr. <br />Goff briefly addressed the Township Officer's group about animal feeding operations. <br /> <br />The County Flood Master Plan Committee met last week and discussed flood alternatives. Also, <br />Mrs. Quick and JeffVolk, Moore Engineering Company, attended the Township Officer's meeting <br />and Mr. Volk updated the group on water projects in the county. <br /> <br />Mike Montplaisir, County Auditor, reported on vandalism at the County Park near Erie. <br />
