<br />Commission Minutes-April 6, 1998 1793 <br /> <br />15. RESOLUTION #1998-9, MIDA Bonds for American Lutheran Homes <br />A public hearing was advertised for this date and time on the request for MIDA Bond financing <br />submitted by American Lutheran Homes, Inc. (Bethany Homes) Towers II project. Attorney James <br />Stewart was present, as well as Ray Weisgarber, Bethany Homes Administrator. Mrs. Schneider <br />opened the public hearing and invited comments from the audience. No one asked to address the <br />Commission at this time. <br />MOTION, passed <br />Hearing no comments, Mr. Wieland moved and Mrs. Quick seconded to <br />close the public hearing. Motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Quick moved and Mr. Wieland seconded to adopt Resolution #1998- <br />9 authorizing the issuance of Health Care Facilities Revenue Bonds <br />(American Lutheran Homes, Inc. Towers II project) under Chapter 40-57 <br />NDCC and authorizing the preparation of necessary documents therefor. <br />On roll call vote, motion carried unanimously. <br /> <br />16. TAX EXEMPTION APPLICATION DEFERRED, Breezy Manor Equestrian Centre. Inc. <br />A public hearing was advertised for this date and time on the application for property tax incentives <br />for new or expanding businesses submitted by Buel Sonderland of Fargo. Mr. Sonderland was <br />present and said the proposal is to build a horse riding stable, which will be located in the SW% <br />of Section 6, Stanley Township. There will be a large, heated indoor arena for riding and training <br />horses. <br /> <br />Mrs. Schneider asked for any comments from the audience but there were none. <br /> <br />Mr. Sonderland said this is not a business that will create a lot of new revenue or new jobs, <br />however, it will provide a facility for people to further pursue their interest in horses and for training <br />the animals with the idea of increasing their re-sale value. Mr. Montplaisir asked if Mr. Sonderland <br />will be living in the residence listed in the lease, and he replied that it will be occupied for security <br />purposes by an employee working at the site. <br /> <br />The County's tax incentive policy requires that the minimum salary for employees in companies <br />qualifying for an exemption shall be at least $7.50 per hour and shall include a fully-paid single <br />health insurance premium. Mr. Sonderland said this requirement will be met. <br /> <br />A revised real estate lease was provided today, and Mr. Sonderland said the change included <br />adding his wife's name to the lease and a change in the subordination clause, as requested by <br />SBA (Small Business Administration). <br /> <br />Mrs. Quick asked if the county has granted an exemption to a similar business in the past, and it <br />was noted the last business to receive an exemption was Swanson Seed Service of Wheatland. <br />The County also has approved a two-year tax exemption for single family homes built in 1997 and <br />1998. A question was raised about competitors, and County Coordinator Bonnie Johnson said Mr. <br />Sonderland was required to publish a notice to competitors in the county's official newspaper of <br />the hearing on his application for property tax incentives. <br />
