On roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #t997-33, MIDA Bonds for Bethany Homes <br />James Stewart, bond counsel for American Lutheran Homes, Inc., was present to answer any <br />questions concerning application for MIDA Bond refunding issue. He requested adoption of a <br />resolution granting preliminary project approval and setting a public hearing on January 20, 1998, <br />at the regular meeting of the Cass County Board of Commissioners. MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to adopt RESOLUTION <br /> #1997-33 RELATING TO PROJECT UNDER THE MUNICIPAL INDUSTRIAL <br /> DEVELOPMENT ACT, GIVING THE PROJECT PRELIMINARY APPROVAL <br /> SUBJECT TO A PUBLIC HEARING (AMERICAN LUTHERAN HOMES, INC. <br /> PROJECT). The public hearing is scheduled for 3:30 PM on January 20, <br /> 1998. On roll call vote, motion carried unanimously. <br /> <br />FLOOD UPDATE, Lake Agassiz Regional Development Corporation <br />Irv Rustad, Lake Agassiz Regional Development Corporation, updated the Board on property <br />acquisitions and the status of Disaster Assistance from Community Development Block Grant funds <br />in the amount of $1.4 million. He will have the State's Attorney review the grant agreement <br />documents, after which time Chairman Wieland will sign the Funding Approval/Agreement with the <br />U.$. Department of Housing and Urban Development. <br /> <br />Mr. Rustad said he understands there is another requirement under the National Flood Insurance <br />Program which involves adoption of a floodplain management ordinance. The County Commission <br />adopted a resolution and signed an application to join the National Flood Insurance Program on <br />June 2, 1997. Mr. Rustad said the flood plain ordinance must be adopted before receiving any <br />additional hazard mitigation grant funds. The next funds needed will be in February for demolition <br />efforts. <br /> <br />The situation has been discussed with Glenn Ellingsberg, Disaster Emergency Services Director, <br />and Keith Bemdt, County Engineer. Bonnie Johnson, County Coordinator, said an ordinance could <br />be drafted for first reading at the January 5th, 1998, Commission meeting, with second reading and <br />adoption at the first meeting in February. This schedule would allow time for the 20-day publication <br />requirement under the County's Home Rule Charter. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve Voucher No. <br /> 109,505 through No. 110,110.
