Commission Minutes--December 1, 1997 1748 <br /> <br />13. <br /> <br />VETERANS SERVICE OFFICE, Budget adjustment approved MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve 1997 budget <br /> adjustment for Veterans Service Office in the amount of $800.00 from <br /> Seminar Registration to Office Equipment and General Office Supplies <br /> in the amount of $400.00 each for purchase of a typewriter. On roll call <br /> vote, motion carried unanimously. <br /> <br />14. <br /> <br />CONTRACT APPROVAL, Border States Paving: North Dakota Department of Human ~ervices <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve the <br /> following contracts submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Border States Paving for drain tile for <br /> Round Hill Street Improvement District; and North Dakota Department of <br /> Human Services for Cooperative Reimbursement Agreement. On roll call <br /> vote, motion carried unanimously. <br /> <br />15. <br /> <br />JAIL REPORT, Recommendations of Jail Advisory_ Task Force <br />Chairman Wieland prepared the Cass County Jail Advisory Task Force Report containing <br />conclusions and recommendations of the committee, which began meeting in September, 1996, <br />and held their last meeting the end of April, 1997. Due to time constraints because of the spring <br />flood and ongoing related activities, Mr. Wieland said he finally was able to prepare the formal jail <br />report in the last 2-3 weeks. <br /> <br />The report includes the mission statement adopted by the Board of Cass County Commissioners <br />on August 5, 1996, as well as a narrative of committee findings on each of the six points included <br />in the mission statement, and the following recommendations: <br /> <br />The final conclusion and recommendation of the committee is to construct a new jail <br />of indeterminate size and without recommendation of location, but it should be close <br />to the Courthouse, which houses the Sheriff's Office, State's Attorney's Office and <br />the Courts. <br /> <br />It is further recommended that the new structure be constructed for Cass County use <br />(including any adjacent joint county effort), but that it not be constructed for any <br />potential revenue source, such as Federal prisoners. However, Federal, State and <br />local requirements must be met. <br /> <br />It is further recommended that inebriation is not a crime problem, but rather a social <br />problem, and that a continued relationship with Centre, Inc. is encouraged. <br /> <br />It is further recommended that work release and other appropriate alternatives to <br />incarceration be utilized where possible and advisable. <br /> <br />Lastly, it is recommended that Cass County contact the National Institute of <br />Corrections and seek their planning expertise as soon as possible. <br /> <br /> <br />
