<br />Commission Minutes--February 6, 2006 3029 <br /> <br />6. CASS COUNTY YOUTH COMMISSION, Report bv chairman of the Qroup <br />Devany Schulz, Chairman of the Cass County Youth Commission and a sophomore at <br />Shanley High School in Fargo, was present to update the county commission on activities of <br />the 20 high school students participating in the program. Also present were some of the. <br />county department representatives who serve as mentors to the Youth Commission, <br />including Kathy Ziegelmann, Charlotte Sandvik, Terry Schmaltz and Jim Thoreson. <br /> <br />Miss Schulz said the youth are becoming educated in county government, having met with <br />various county departments; they are learning leadership skills; and they are now discussing <br />issues facing the teen community. A major problem, they feel, is underage drinking: and <br />they are working on a project to provide ways to eliminate teen drinking. <br /> <br />Mr. Bennett asked if any method is being used to bring the information learned at Youth <br />Commission meetings back to the student body of the respective schools, such as sharing <br />information in the school newspapers. Miss Schulz said they have not addressed that at the <br />present time, but she will take the suggestion back to the Youth Commission members. The <br />board thanked her for the presentation and attending today's meeting. <br /> <br />7. FARGO PARK DISTRICT, Archery tournament indemnity aQreement <br />Fargo Park District officials Clay Whittlesey, Recreation Director, and Craig Bjur, Outdoor <br />Recreation Coordinator, were present to request approval to hold an archery tournament <br />again this year on property in the Forest River Subdivision, partially owned by Cass County <br />Government. He said the Park District proposes holding the tournament on May 20 and 21, <br />2006, and annually thereafter; and he provided a draft agreement between the two agencies <br />similar to what was approved last year. <br /> <br />A "Permission and Indemnification Agreement" was signed on May 16, 2005, between the <br />Fargo Park District and Cass County, North Dakota, prior to archery tournaments held in <br />June. The park district also received permission from Stanley Township, who owns part of <br />the Forest River land, and they would be contacted again before future tournaments. Area <br />residents were also notified of the event and the increased traffic it brings to the area. He <br />said the tournament went very well, and they had no complaints. Mr. Whittlesey suggested <br />that Birch Burdick, State's Attorney, and Greg Selbo, Fargo Park DistrictAttorney, meet to <br />review the agreement before it is signed by the county commission chairman. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve an ongoing <br />relationship with the Fargo Park District to hold archery tournaments on <br />county-owned land in Forest River Subdivision, with a final draft of the <br />indemnification agreement being subject to approval of the Cass County <br />State's Attorney. On roll call vote; the motion carried unanimously. <br /> <br />Mr. Whittlesey said he will have Mr. Selbo contact Mr. Burdick about the agreement. <br /> <br />8. ORDINANCE #2006-1, First readinQ on county subdivision ordinance <br />Mike Zimney, County Planner, was present to answer any questions the board might have <br />since the last meeting on the proposed Cass County Subdivision Ordinance. Mr. Wagner <br />asked about road elevations, and Mr. Zimney said the ordinance requires roads to be built <br />to a minimum of six inches above the base flood elevation, as recommended by the <br />subdivision review committee. <br />
