10. <br /> <br />Commission Minutes--October 20, 1997 1730 <br /> <br />MOTION, passed <br />Mr. Koenig moved and Mr. Meyer seconded that the assessment list for <br />Street Improvement District No. 97-1 of the County of Cass, as confirmed <br />by the Special Assessment Commission of the County of Cass, be and the <br />same is hereby confirmed. On roll call vote, motion carried with four <br />members voting "Aye"; Mrs. Quick opposing. <br /> <br />FLOOD UPDATE, Lake Agassiz Regional Development Corporation <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided a list of Phase I Hazard <br />Mitigation Acquisitions, as well as the draft Action Plan for the 1997 Disaster Recovery Initiative <br />Grant Program. He said about one-third of the property acquisitions will be completed by tomorrow. <br />Another one-third will be completed by next week. <br /> <br />Mr. Wieland asked about salvaging some items from the homes or the possibility of selling some <br />structures which were not damaged beyond the basement; however, these structures would have <br />to be moved from their present location. Mr. Rustad said he is open to suggestions on how to <br />proceed with the salvageable items, as he believes there will be a lot of salvage. <br /> <br />Mr. Rustad will provide addresses to the County Auditor in order to place the buy-out properties on <br />the county's liability insurance policy. Homeowners have been advised to maintain their own <br />insurance on the contents. County Engineer, Keith Berndt, will have his department post "No <br />Trespassing" signs on the properties purchased by the county. <br /> <br />Concerning a waiver request to the Department of Housing and Urban Development (HUD), Mr. <br />Wieland suggested applying at the 33% level, which is what the City of Fargo received. Also, he <br />asked when the Final Action plan must be submitted and suggested action by the county board at <br />a special meeting, which Chairman Wieland is calling for next Monday, October 27, 1997, at 1:00 <br />PM in the Commission Room, Cass County Courthouse. The purpose of the meeting will be to <br />develop a master plan for future flood mitigation. <br />ROAD DEPARTMENT, Purchase of salt brine tank and stora_ee building <br />Keith Berndt, County Engineer, said the 1998 Highway Department budget includes $80,000 for a <br />salt storage facility, however, he is requesting permission to use $20,000 from the 1997 budget to <br />purchase a salt brine mixing tank and a 12' by 14' building to house it. The salt brine will be used <br />on county highways this winter to combat snow and ice, which is more effective than placing dry salt <br />and sand on the road. He is asking to proceed with the project at this time in order to complete the <br />utility construction prior to freeze-up so the system is operational this winter season. MOTION, passed <br /> Mrs. Quick moved and Mrs. Schneider seconded that the County Engineer <br /> be authorized to proceed with the purchase and installation of necessary <br /> equipment to mix salt brine for use on county highways to combat snow <br /> and ice. Discussion: Mr. Meyer asked about additional equipment to <br /> spread the brine on the roads. Mr. Berndt said the $20,000 request <br /> includes purchase of small tanks, estimated at $200 each, to be placed on <br /> the back of the county sanding units. Mrs. Schneider asked about the <br /> possibility of using a portion of the building approved at the last meeting <br /> for construction on the Highway Department grounds for radio equipment/ <br /> tower replacement, as requested by the Disaster Emergency Services <br /> Director.
