Commission Minutes--October 20, 1997 1729 <br /> <br />CONTRACT APPROVAL, ND Blue Cross Blue Shield: Moore Engineering: Ulteig Engineers; <br />Cellular One <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve the following <br /> contracts submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: On roll call vote, motion carried unanimously. <br /> <br />North Dakota Blue Cross Blue Shield for employee health insurance; <br />Moore Engineering for design and construction engineering services for <br />proposed County Highway 21 project at St. Benedict; <br />Ulteig Engineers for design and construction engineering services for proposed <br />County Highway 26 improvement project; and <br />Cellular One for Data Processing Department's purchase of cellular phone. <br /> <br />TAX-FORFEITED PROPERTY APPRAISAL, Public hearin, held <br />County Auditor Michael Montplaisir said this is the date and time advertised for hearing on the <br />appraisal of tax-forfeited property. One property, a residence in Tower City, has been removed from <br />the sale list, he said. The sale of tax-forfeited property will be held November 18, 1997, beginning <br />at 10:00 AM in the County Auditor's Office. Chairman Wieland opened the public hearing on the <br />appraisal of tax-forfeited property and invited comments from anyone wishing to address the board <br />on the notice sent to townships and cities. No one asked to speak at this time and the chairman <br />declared the public hearing closed. <br /> <br />STREET IMPROVEMENT DISTRICT #97-1 (Round Hill), Public hearin._ held on assessment list <br />The Board considered the question of approval of the assessment list for Street Improvement District <br />No. 97-1 as confirmed by the Special Assessment Commission of the County of Cass. A public <br />hearing was advertised for this date, time and place on said assessment list. Members of the <br />Special Assessment Commission, Jacob Gust, Frank Klein and Anthony Ellertson, were present, as <br />well as Roger Fenstad, Moore Engineering. <br /> <br />Also present was Rodney Young, 8009 15th Street South, Fargo, who addressed the board when <br />the Chairman called for public comment. Mr. Young protested the assessment on his property, <br />which adjoins the road into Round Hill. He currently farms the land and cannot sell it for <br />development purposes without first providing sewer and water services. Also, he said property on <br />the south side of the road was not assessed for the street improvement project. <br /> <br />Mrs. Quick asked for an explanation why property on the other side of the road was omitted from <br />special assessments. Mr. Gust responded that the Special Assessment Commission was unable <br />to assess the property on the south side of the road because it was not included in the special <br />assessment district. Mr. Fenstad said the property on the south side of the road is not platted, <br />whereas, Mr. Young's property is subdivided into two lots, with a proposed assessment of $4,000 <br />per lot. People living in Round Hill will assume the cost of the assessments on the south side of the <br />road, some of those assessments being $12,000 per lot. <br /> <br />Mr. Klein said the Special Assessment Commission tried to weigh the benefits when spreading the <br />assessments. He said Mr. Young lives on a lot to the north of this area, as well as owning other lots <br />to the north, which are not included in the assessment district. <br />Since no one else asked to address the board at this time, the public hearing was closed. <br /> <br /> <br />
