17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />Commission Minutes--October 6, 1997 1726 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to approve paid leave for <br />Kathy Hogan and Betty Ahles, Social Services, as delegates to attend the <br />North Dakota Public Employees Association Conference in Fargo to be <br />held October 16-18, 1997. On roll call vote, the motion carried with four <br />members voting "Aye" and Mr. Meyer opposing. A written report on the <br />convention will be requested from the Cass County delegates. <br /> <br />COMPUTER POLICY DISCUSSED, Internet usage <br />Commissioners received a copy of an Internet usage policy being considered by the North Dakota <br />Supreme Court. Mike Steiner, Data Processing Coordinator, believes the proposed State policy is <br />too lenient in that it allows employees to use the Internet for non-governmental purposes with a few <br />general exceptions. He said the proposed policy tends to contradict Cass County personnel policy <br />section 2.70, Microcomputer/Minicomputer Policies and Usage. <br /> <br />Mr. Wieland suggested establishing a committee consisting of Donna Schneider, Mike Steiner, <br />Sheriff Don Rudnick or a designee, and State's Attorney John Goff or a designee. Mrs. Schneider <br />will chair the committee, and Mr. Wieland asked for a recommendation in the next 2-4 weeks. <br /> <br />ROAD DEPARTMENT, Request denied for paying course registration <br />A memorandum was received from County Engineer Keith Berndt dated October 3, 1997, requesting <br />approval of course registration payment for an employee's CPA Review Course in the amount of <br />$1,180.00. Commissioners questioned whether the county has paid for course work in the past, and <br />also noted the hours in class would be considered hours worked since this employee is considered <br />non-exempt under the Fair Labor Standards Act (FLSA). MOTION, passed <br /> Since the Highway Department employee's position does not require her <br /> to be a CPA, Mrs. Schneider moved and Mr. Koenig seconded to deny <br /> request of the County Engineer to pay course registration fee for Jodie <br /> Reil to attend an after-hours CPA Review Course. On roll call vote, motion <br /> carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to approve Vouchers No. <br /> 106,807. through No. 107,366. On roll call vote, motion carried <br /> unanimously. <br /> <br />MEETING UPDATES; NORTH DAKOTA COUNTY COMMISSIONERS CONVENTION; BUILDINGS <br />AND GROUNDS UPDATE; IMAGING PROJECT; HUD TRAINING; DEVIL'S LAKE TOUR; KIDS <br />VOTING RECEPTION; CEMETERY NEAR AYR, Committee reports <br />Commissioners Quick, Schneider and Wieland attended a social welfare conference in September, <br />at which time some of them met Carol Olson, Director of the North Dakota Department of Human <br />Services, for the first time since she was appointed to that position. <br /> <br />The North Dakota Association of Counties and County Commissioners annual convention is <br />scheduled in Williston October 12-15, 1997; and Commissioners Quick, Wieland and Meyer will <br />attend, as well as other Cass County officials. Door prizes were requested from each county. <br /> <br /> <br />
