Commission Minutes--October 6, 1997 1725 <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to allocate $300,000 of <br />HUD (Housing and Urban Development) funds to the City of Mapleton <br />project and to leave $210,000 unallocated at this time. On roll call vote, <br />motion carried unanimously. <br /> <br />Mr. Rustad also provided a hand-out on the Phase I Hazard Mitigation Acquisition Program as of <br />October 3, 1997. <br /> <br />APPRAISAL OF TAX FORFEITED PROPERTY, Hearing date set for October 20th <br /> MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to set the value of the tax <br /> forfeiture properties as outlined in the list provided by the County <br /> Auditor's Office; and to set the hearing date on the value of property as <br /> 3:30 PM on October 20, 1997. Motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Jim Bortnem Enterprises <br />Mr. Meyer had some questions on how radio tower replacement at the County Highway Department <br />will affect the paging system of rural first responders and rural fire departments. Present to answer <br />questions were Glenn Ellingsberg, Sheriff's Department, and Jim Bortnem, Elder's Communications. <br /> <br />Mr. Ellingsberg said he had an estimate in excess of $60,000 to replace the tower, however, an <br />alternative way would cost a fraction of that amount. Today's proposed agreement allows Jim <br />Bortnem Enterprises, Inc. to lease land from Cass County to build a 179' tower at the West Fargo <br />location. In return, Cass County would agree to provide a 50-year contract, easement to the tower <br />site, electrical, phone and fiber optic cable from street to the antenna site, and a 10 X 12 wooden <br />building to house the transmitters. The county would gain access to placing four antenna on the <br />tower, one of which will be at the top. Estimated cost to the county is $15,000, which will be paid <br />by insurance money because the tower was damaged during last spring's ice storm. Cass County <br />received a total of $31,600 from the insurance company to replace the tower. Approximately <br />$15,000 of that amount has been spent since last spring to continue the necessary radio frequencies <br />until the new tower is constructed and operational. <br /> <br />Mr. Ellingsberg said he recognizes the ideal situation would be a tower that is centrally located in <br />the county at a height close to 300' but cited cost factor as preventing such an ideal. Mr. Bortnem <br />said buildings will still cause problems with rural paging systems. He agreed the best situation for <br />a tower would be to go as high as possible, with as much power as possible, at a central location. <br /> MOTION, passed <br /> Mr. Meyer moved and Mr. Koenig seconded to authorize the chairman to <br /> sign a 50-year lease agreement with Jim Bortnem Enterprises, Inc. for <br /> building a radio tower at the Cass County Highway Department grounds. <br /> On roll call vote, motion carried unanimously. <br /> <br />NORTH DAKOTA PUBLIC EMPLOYEES ASSOCIATION, Leave granted to convention delegates <br />At Mr. Wieland's request, Wayne McKelvey, Project Coordinator, North Dakota Public Employees <br />Association, provided names of delegates and agenda for their upcoming convention in Fargo. <br /> <br /> <br />
