¸12. <br /> <br />13. <br /> <br />Commission Minutes--October 6, 1997 1724 <br /> <br />U.S. West Communications, Inc.--data line installation between Courthouse and West <br />Fargo Police Department; <br />Lake Agassiz Regional Development Corporation--flood mitigation administration. <br /> <br />PERSONNEL OVERVIEW COMMITTEE, Ratify action of October 6, 1997 <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to ratify Personnel <br /> Overview Committee action of October 6, 1997, to allow Mike Steiner, Data <br /> Processing Coordinator, to offer a job to the applicant who currently <br /> works for the City of Moorhead at the annual salary of $25,830, which is <br /> step 3 on the 1997 pay scale; and further, if she accepts the job at the <br /> salary offered, that the incumbent performing the same job be offered the <br /> annual salary of $25,830, effective with the new employee's start date. On <br /> roll call vote, motion carried unanimously. <br /> <br />HEARING, Flood mitigation action plan <br />A public hearing was advertised for this date, time and place on review of the flood mitigation action <br />plan. Irv Rustad, Lake Agassiz Regional Development Corporation, presented a draft Action Plan <br />at this time and talked about Cass County's estimated allocation of $1.4 million in HUD (Housing and <br />Urban Development) funds. He will prepare a final Action Plan after today's meeting and present <br />it at the October 20, 1997, Cass County Commission meeting. <br /> <br />The Chairman invited comments from the public at this time. Laura Carney, 7806 Forest River <br />Road, said her family fought the flood last spring and did not win the battle. She sees a need for <br />some coordination in the future and suggested using part of the HUD funds to put together an overall <br />plan for flood-fighting efforts in rural Cass County. She said there are no fewer than eight <br />homeowners in Forest River Subdivision who are constructing dikes to protect their own homes, and <br />she is concerned about the effect of individual dikes on surrounding property. Mr. Wieland <br />suggested that Mrs. Carney contact the water resource board for answers to some of her questions. <br /> <br />Mrs. Carney also talked about flood expenditure reimbursements to political subdivisions on behalf <br />of homeowners, and Mr. Wieland asked for comments from Glenn Ellingsberg, County Disaster <br />Emergency Director. Mr. Ellingsberg said any expenditures would not be recovered without a <br />Presidential Disaster Declaration. <br /> <br />The Chairman asked if anyone else was present for the public hearing. Since no one addressed <br />the board, the public hearing was closed. Written comments on the draft Action Plan may be <br />received at the Commission Office until noon Friday, October 10, 1997. <br /> <br />Mr. Wieland asked for comments from the county committee who met earlier today. Mrs. Schneider <br />and Mrs. Quick said the committee considered allocating $300,000 to the Mapleton, ND area and <br />leaving the balance of $210,000 unallocated until such time as needed for a specific project. This <br />would be in addition to Phase i, Phase II, administrative costs, and the road project by St. Benedict. <br /> <br />Mr. Rustad said the City of Frontier has requested funds for storm water gates and assistance with <br />drainage. He will provide those documents at the next Commission meeting. <br /> <br /> <br />
