Commission Minutes--August 26, 1997 1697 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Meyer seconded to delete $133,805 for <br />dispatch and leave the service with City of Fargo Police Department. On <br />roll call vote, motion carried with four members present voting "Aye." <br /> <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to delete $3,800 for the <br />night scope replacement, which Sheriff Rudnick said may be purchased <br />with asset forfeiture funds during the year. On roll call vote, motion <br />carried with four members present voting "Aye." <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to delete $2,975 from <br />furniture and fixtures and six of twelve chairs with arms. On roll call vote, <br />motion carried with four members present voting "Aye." <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to decrease new vehicles <br />line item by one vehicle in the amount of $19,000, and decrease new <br />employees request by one for a reduction of $54,600. On roll call vote, <br />motion carried with four members present voting "Aye." <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Meyer seconded to add $4,200 to training <br />center budget for computer enhancements. On roll call vote, motion <br />carried with four members present voting "Aye." <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Quick seconded to authorize transfer of $3,600 <br />from Jail equipment line item to seminar registration to pay for the Jail <br />administrator to attend management school. Sheriff Rudnick said he <br />eliminated the remainder of the equipment line item himself. On roll call <br />vote, motion carried with three members voting "Aye" and Mrs. Schneider <br />opposing. <br /> <br />Sheriff Rudnick said Glenn Ellingsberg is requesting a promotion from Captain to Major within the <br />Sheriff's Department; and the Sheriff supports the request at this time. However, the dollar amount <br />was left at the current level in the 1998 budget. Commissioners were in agreement to refer the <br />request to the Personnel Overview Committee for their review. Mr. Wieland asked if there would <br />be any change in duties, and Sheriff Rudnick said everything goes through Mr. Ellingsberg now, as <br />far as the financial side, and his duties also include administration and supervision of support staff <br />at the present time. <br /> <br />Commissioners discussed the emergency management duties performed by Mr. Ellingsberg. The <br />1998 proposed budget for emergency management includes one new position to perform the duties <br />of County Emergency Manager; and if this position is not funded, Sheriff Rudnick said Glenn <br />Ellingsberg recommends not being a part of the State Emergency Management Agency. <br />Commissioners would want to know about any ramifications before canceling the State contract. <br /> <br /> <br />
