19. <br /> <br />20. <br /> <br />Commission Minutes--July 7, 1997 1653 <br /> <br />MOTION, passed <br />Mrs. Quick moved and Mr. Meyer seconded that the Cass County Board <br />of Commissioners convey to the Cass Rural Water Users, Inc. that their <br />proposed 1998 improvement project is not in conflict with any of the <br />county's current plans. Motion carried. <br /> <br />CASS COUNTY SUBDIVISION REGULATIONS, Amended to include establishment of <br />standards for water line distribution systems <br />Mr. Wieland said the proposed amendment involves establishing standards for water distribution <br />systems to be used in certain areas near Fargo and West Fargo. He said the Cass County Planning <br />Commission discussed this issue at several County Planning Commission meetings and two public <br />hearings were held to discuss the amendment. The areas affected would be all of Stanley and Reed <br />Townships; and the eastern six sections of Raymond and Mapleton Townships. <br /> <br />Mr. Meyer asked if the standards are needed for subdivisions that may be annexed into Fargo or <br />West Fargo so water distribution lines will be in accordance with city standards. Mr. Wieland agreed <br />that this was one reason for the amendment. Another reason was to address water supply and <br />safety concerns. Mr. Wieland said the standards include information regarding availability of <br />sufficient water supply for fire protection requirements. MOTION, passed <br /> Mrs. Schneider moved and Mr. Meyer seconded to adopt the proposed <br /> amendment to the Cass County Subdivision Regulations establishing <br /> standards for water distribution systems located within a certain area near <br /> Fargo and West Fargo as identified in the attached map and text. On roll <br /> call vote, motion carried unanimously. <br /> <br />FLOOD UPDATE, Report by Lake Agassiz Regional Council <br />In/Rustad, Lake Agassiz Regional Council, gave an update on the Hazard Mitigation Grant Project. <br />He distributed handouts to the Commission regarding the proposed budget, proposed matching <br />costs and property acquisition rating tabulations as well as a map of the possible buy out sites. <br /> <br />Mr. Rustad said 400 people contacted the county requesting help through the project. He noted that <br />survey work has been completed with a possible buy out of 57 properties in Cass County. He <br />reported that 170 of the 400 requests were for dikes and said the chance of funding is Iow for dike <br />construction. <br /> <br />Mr. Rustad said the projected cost of the project is $8,926,595 with Federal Emergency Management <br />Agency matching 75% of costs ($6,694,946) and state or other sources matching 25% ($2,231,649). <br />He noted that 12 out of the 57 properties are in the floodway and 28 of the 57 properties have <br />suffered repetitive flood damage over the last 10 years. <br /> <br />Mr. Rustad said the verification process on damage assessments needs to begin and asked Mr. <br />Meyer, Mr. Wieland, and Tax Director Frank Klein to meet with him tomorrow morning to discuss the <br />needs. <br /> <br /> <br />
