21. <br /> <br />22. <br /> <br />Commission Minutes--July 7, 1997 1654 <br /> <br />1997 GRASSHOPPER PROGRAM <br />Mr. Joel Young, acting Grasshopper Coordinator, updated the Commission on grasshopper <br />populations. He said the cool, rainy weather has impacted the grasshopper population. He received <br />survey requests from the following townships: Davenport, Harwood, Hunter, Pleasant, Tower, <br />Warren and Vvatson. He said survey work has been completed in all but Tower and Vvatson <br />Townships. <br /> <br />He said the economic impact threshold is the deciding factor on whether to spray. The economic <br />impact threshold is 50 grasshopper nymphs per square yard as determined by the NDSU Extension <br />Services. The survey work completed shows approximately 25 to 28 nymphs per square yard, which <br />is below the threshold. He noted that some townships and private landowners have already <br />sprayed. He will contact the townships after all survey work is done and inform them of the results. <br /> <br />Mr. Vvieland scheduled this item on the July 21st Commission agenda. Mrs. Johnson asked if the <br />grasshopper control policy should include language regarding the economic threshold. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to include the following <br /> addition in the Disaster Situations, Grasshopper Control Plans for Road <br /> Right of Way, (Section 16.30, Commission Policy Manual): the decision to <br /> complete grasshopper spraying be based on the economic impact <br /> threshold; and to submit this item for inclusion on the consent agenda for <br /> the July 21, 1997, County Commission meeting. On roll call vote, motion <br /> carried unanimously. <br /> <br />TAX EQUALIZATION BOARD, Reconvened; Tax Director's recommendations approved with <br />two exceptions; Board of Equalization recessed until July 21, 1997 <br />Mr. VVieland reconvened the Cass County Board of Equalization. Tax Director Frank Klein reported <br />that the sales ratio study indicates Cass County is assessing residential properties outside of Fargo <br />and West Fargo at 91% of market value. In the past, the State Board of Equalization required <br />counties be between 95% to 105% of market value. He said it is imperative Cass County make <br />necessary adjustments or the state will adjust the entire county if necessary. <br /> <br />Mr. Klein reported that commercial assessments are within tolerance and no change is indicated. <br />Also, he said agricultural assessments are within tolerance and no change is indicated. This year <br />all farmland was raised 5% as calculated by NDSU and the county average is $439 per acre. <br /> <br />Mr. Klein also reported that certain cities need adjustments and notified the city auditors of his <br />recommendation of a percentage increase. He also visited with the local assessors from each city. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded that the residential lot <br /> and structure values be increased in the cities listed below in the amounts <br /> listed, as recommended by the Director of Equalization: On roll call vote, <br /> motion carried unanimously. <br /> Kindred City 5% <br /> Oxbow City 3% <br /> Harwood City 6% <br /> Horace City 5% <br /> <br /> <br />
