Commission Minutes--June 16, 1997 1643

Emergency Management, was very helpful in this process. The next set of documents will be ready
for Chairman Wieland's signature, possibly before the next regularly scheduled meeting, and the
Board talked about calling special meetings as needed. Mr. Rustad asked about having legal
counsel review the documentation prior to Commission authorization to save time, and Mr. Wieland
suggested that he work through Mr. Koenig to get State's Attorney approval since Mr. Goff had left
the meeting by this time.
MOTION, passed
In the interest of saving time and instead of calling a special board
meeting, Mrs. Quick moved and Mr. Meyer seconded to authorize
Chairman Alon Wieland to sign documentation as completed by Lake
Agassiz Regional Council, pending State's Attorney approval. On roll call
vote, motion carried unanimously.

Mr. Rustad also asked the Commission to appoint a committee to work with his staff on policy issues
in the accelerated application process through FEMA, and Commissioners Koenig and Meyer
agreed to serve on a committee. The board discussed including other county residents. Mrs.
Schneider suggested asking Frank Klein, Director of Equalization, to serve on this committee; and
commissioners were in agreement.

15.

VOUCHERS, Approved MOTION, passed
Mr. Koenig moved and Mr. Meyer seconded to approve Voucher No.
103,321 through No. 103,798. Mrs. Quick has asked
County Engineer, Keith Berndt, to attend the community meeting at Harwood tomorrow morning.

Mr. Koenig reported on the East Central Commissioners Association meeting held in Jamestown last
week.

Bonnie Johnson, County Coordinator, said a number of county employees have expressed interest
in purchasing United States Government savings bonds through payroll deduction, and 15 or more
employees would have to request the payroll deduction. Mrs. Johnson asked about setting up a
seminar with a representative of the United States Treasury Department that employees could
voluntarily attend if the Commission would authorize solicitation of county employees, according to
county personnel policy. It was a consensus of the commissioners that Mrs. Johnson should
proceed.

Mrs. Johnson reported that she acquired the services of a youth through the Summer Jobs Program
to work with buildings and grounds staff, and the position is paid by North Dakota Job Service.
