Commission Minutes--May 19, 1997 1628 <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />The following is a list of functions normally done by the County Auditor's Office during the budget <br />season: preparation of budget manual/calendar; preparation of salary estimates after a payroll plan <br />is preliminarily adopted by the County Commission; compute health insurance rates and <br />employee/employer share of premiums; transmit budget manual and supporting documentation to <br />individual departments; prepare letter to outside agencies who receive county funding describing <br />budget procedures and time line; consolidate department and outside agency budgets into one <br />comprehensive budget and make resource estimates to fund the budget; prepare legal publication <br />for budget hearing; and prepare final budget document. MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve County Auditor's <br /> budget role as outlined in Mr. Montplaisir's letter dated May 9, 1997. On <br /> roll call vote, motion carried unanimously. <br /> <br />SOCIAL SERVICES, UDdate on flood issues <br />Kathy Hogan, Social Services Director, provided a hand-out from <br />Committee meeting held earlier today at the County Annex. <br /> <br />the Community Resource <br /> <br />ASSESSMENTS FOR 1997 <br />Frank Klein, Cass County Director of Equalization, prepared a letter dated May 9, 1997, regarding <br />the 1997 county board of equalization. He reported that recent flood damage will have a minimal <br />effect on Cass County's overall taxable valuation. Mr. Klein's office will not have final tabulations <br />on some township and city assessments because of the flood; therefore, he said the June 2nd <br />equalization meeting will likely be adjourned to a later date. <br /> <br />A number of county residences sustained damage due to the serious flooding this spring, and Mr. <br />Klein said the law allows for pro-ration of lost value for that portion of the year remaining after the <br />flood. Homeowners may file an application for abatement of taxes, and the value could be reduced <br />after the county board of equalization meeting. <br /> <br />According to the sales ratio study, Mr. Klein said it appears residential assessments outside the <br />cities of Fargo and West Fargo will need to be increased by about 5% for those jurisdictions that are <br />not assessing at market value. He said there are a number of instances where assessments are <br />inequitable within jurisdictions, and some local officials believe the county is in a better position to <br />correct those situations. <br /> <br />VOUCHERS, A.~proved MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to approve Voucher No. <br /> 102,398 through No. 102,892.
