15,

16.

Commission Minutes-March 17, 1997 1600

Michele Boucher, corrections sergeant in Cass County, addressed the Commission at this time.
She believes that Fox Lawson & Associates was given some misinformation in saying the only
pay grade they supervise is B32. She said correctional sergeants also supervise C41's, the same
as field sergeants. Other corrections sergeants were also present, as well as Walt Willis, Jail
Administrator.

Mr. Meyer asked if the duties are the same between the field and corrections sergeants, and
Sheriff Rudnick said they are the same. He said they both supervise pay grade 32's as their
standard procedure, and occasionally oversee C42's; and their decision-making responsibilities
are the same.
MOTION, passed
Mr. Koenig moved and Mrs. Quick seconded to approve pay equity
among all sergeants in the Sheriff's Department which would, in effect,
move the C41 sergeant positions in the jail in line with the C43
sergeants in the field services division; and that Sheriff Rudnick inform
the County Commission of a possible effective date, dependent upon
his current budget. Discussion: Mr. Wieland said he suggested a
motion to deny the re-classification because it was addressed within
the past year, because the Personnel Overview Committee vote was
very close, and because the County's consultant is not making this
recommendation. At the call for the question and upon roll call vote,
the motion carried with four members voting "Aye"; Mr. Wieland
opposing.

VOUCHERS, Approved MOTION, passed
Mr. Meyer moved and Mrs. Schneider seconded to approve Vouchers
No. 100,183 through No. 100,705. On roll call vote, motion carried
unanimously.

NATIONAL DISTRICT ATTORNEY'S CONVENTION; RECEPTION FOR FORMER
COMMISSIONER DON ECKERT; LEGISLATIVE TESTIMONY; NACO REPRESENTATIVE TO
MEET WITH COUNTY EMPLOYEES; COUNTY WEB PAGE; FLOOD PREPARATIONS;
WELFARE REFORM PRESENTATION; INSURANCE CLAIM, Committee reports
John Golf, State's Attorney, attended the National District Attorney's Association board meeting
in Palm Springs, CA and reported that he and Earl "Bud" Myers, Richland County State's
Attorney, were successful in getting the association to hold their annual conference in Bismarck,
ND for the year 2000.

Several members of the commission plan to attend a reception this evening in Absaraka, ND
honoring former County Commissioner, Don Eckert, for his years of service to Cass County.

Commissioners Quick and Wieland will be traveling to Bismarck to testify at the State Legislature
tomorrow regarding the SWAP bill.

Michael Montplaisir, County Auditor, said Richard Bendish is the new representative for the
National Association of Counties (NACo) deferred compensation program, and he will be in Cass
County during the week of April 7-10 to hold group meetings with employees.
