14. <br /> <br />Commission Minutes--March 17, 1997 1599 <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded that the Cass County <br />Commission adopt the following five recommendations as presented <br />by the Senior Citizen Bus Committee: On roll call vote, motion carried <br />unanimously. <br /> <br />1) <br /> <br />Allow the Cass County Council on Aging bus to be used for trips <br />outside of Cass County without prior approval. <br /> <br />2) <br /> <br />Require the Cass County Council on Aging to establish operating <br />guidelines which include charging participants the full cost for trips <br />not allowed by Section 18, State Aid for Public Transit or Senior Mill <br />Levy Funding. Trips other than those for weekly trips to the <br />metropolitan area for medical and shopping reasons must be paid for <br />by the users of the bus. Full costs should include salaries, fuel, oil <br />and a depreciation rate of 20 cents per mile. <br /> <br />3) <br /> <br />Require the Cass County Council on Aging to maintain a separate <br />accounting system on their financial statement for revenues and <br />expenses relating to these trips. This information should be <br />submitted as part of their regular monthly report. This report will also <br />list the trip destination. <br /> <br />4) <br /> <br />Prohibit the Cass County Council on Aging bus from being used for <br />any trips to casinos. <br /> <br />5) These policies will be reviewed every two years. <br /> <br />SHERIFF' DEPARTMENT, Correctional sergeant re-classification <br />Mr. Wieland said he placed this item on the regular agenda for the reason that the motion <br />recommended by the Personnel Overview Committee was passed on a 6-5 vote with some <br />members being absent and one person voting who was possibly not eligible to vote. He <br />suggested that Commissioners consider an alternate motion since the C41 classification was <br />recommended by the County's personnel consultant, Fox Lawson and Associates, and for the <br />reason that this classification has been reviewed within the past three years, which is a policy <br />matter. <br /> <br />Sheriff Don Rudnick presented copies of a letter from Fox Lawson and Associates dated June <br />17, 1996, when this classification was last reviewed; as well as copies of a salary comparison of <br />employee versus supervisor for classifications within Cass County and other entities, such as the <br />Clay County Sheriff, West Fargo Police and Fargo Police Departments. <br /> <br />Sheriff Rudnick recommended approving the re-classification of correctional sergeants to C43, <br />the same as field sergeants, with no salary adjustment until September 1, 1997 at the earliest <br />date, because there is no money in the budget at this time for salary adjustments. He said the <br />financial impact of changing the classification of four corrections sergeants is $9,695.42 annually. <br />These sergeants have agreed they would wait until September 1st to see if money is available <br />at that time to make the adjustment, according to Sheriff Rudnick. <br /> <br /> <br />
