10. <br /> <br />Commission Minutes--March 3, 1997 1593 <br /> <br />Also, Mr. Ellingsberg said it is the responsibility of the county requesting assistance to provide <br />office space for emergency workers, including the Corp of Engineers. Therefore, the large <br />basement meeting, room and small conference room in the basement of Annex, will be used for <br />the emergency operations center, for which it was designed. He anticipated using those areas <br />for emergency operations beginning March 21st through April, 1997. MOTION, passed <br /> Mr. Meyer moved and Mrs. Quick seconded to adopt Resolution #1997- <br /> 7 as follows: On roll call vote, motion carried unanimously. <br /> <br />WHEREAS, a considerable amount of snowfall has accumulated during the <br />latter part of 1996 and continuing into 1997. That the potential for severe <br />spring flooding is significant; and <br /> <br />WHEREAS, necessary mitigation measures, preparedness actions and other <br />response to this spring's flood must begin immediately to protect public <br />health and safety; and <br /> <br />WHEREAS, the potential for damages to public and private property in <br />addition to roads are beyond normal anticipation and budgeted funds. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 37-17.1- <br />10 of the North Dakota Century Code, the Board of County Commissioners <br />does hereby declare a flood emergency for all of Cass County. That all <br />applicable emergency operating plans of the county are hereby activated to <br />save lives, protect public health and safety and protect improved property. <br /> <br />Dated at Fargo, North Dakota, this 3rd day of March, 1997. <br /> <br />EMPLOYEE RESERVED PARKING, Implementation of progra~m <br />Mr. Koenig outlined a schedule for implementation of the employee reserved parking program. <br />He said two parking spots, formerly designated for Commissioners, will be used at the <br />Courthouse; and the program at the Annex will begin when weather permits. County Coordinator <br />Bonnie Johnson said the reserved parking at the Annex could begin after the sale of two motor <br />pool cars which are parked in an area that may be designated for the employee reserved parking <br />program. She said the County Auditor plans to sell two cars this spring from the county fleet. <br /> <br />In Mr. Wieland's absence, Mrs. Quick was concerned about any other details that may need to <br />be identified since he first suggested the reserved parking program at the February 3rd meeting. <br />Also, she wondered if it is necessary to adopt a motion in order to begin the parking program. <br /> <br />Mr. Koenig asked if the County Coordinator, Bonnie Johnson~ recommends including the rese~ed <br />parking program in the Commission Policy Manual. Mrs. Johnson said inclusion in county policy <br />manuals is done as a direct reaction to Commission adoption of policies. If the Commission <br />decides to adopt this program as policy, she suggested a delay in amending the policy manual <br />in order to include the actual date when the program begins. <br /> <br /> <br />
