m <br /> <br />Commission Minutes,-March 3, 1997 1592 <br /> <br />commissioner, subject to State's Attorney approval; and authorize the <br />chairman to sign: North Dakota Department of Transportation/Northern <br />Improvement Company for County Highway 15 bikeway near Kindred. <br />On roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #1997-6, Condolences to County Auditor Michael Montplaisir <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to adopt the following <br /> resolution of condolence for County Auditor, Michael Montplaisir: On <br /> roll call vote, motion carried unanimously. <br /> <br />WHEREAS, Michael Montplaisir recently suffered a personal tragedy in the <br />loss of his mother; and <br /> <br />VVHEREAS, Michael Montplaisir serves Cass County as County Auditor. <br /> <br />THEREFORE, BE IT RESOLVED, That the Board of Commissioners of Cass <br />County, North Dakota, does hereby express its heartfelt condolences to the <br />family of the late Jeanette Montplaisir. <br /> <br />BE IT FURTHER RESOLVED, That this resolution be inscribed upon the <br />permanent records of the proceedings of the Board of County <br />Commissioners and a copy forwarded to Michael Montplaisir. <br /> <br />Dated at Fargo, North Dakota, this 3rd day of March, 1997. <br /> <br />SOCIAL SERVICES, Out-of-state travel approved MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve out-of-stata <br /> travel for Social Service employee Leslie Johnson to attend staffing for <br /> two children in foster care on February 28, 1997, in Campbell, MN. On <br /> roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #1997-7, Declaration of flood emergency <br />Glenn Ellingsberg, Emergency Manager, prepared a draft emergency declaration for the board <br />to consider due to the potential for flooding from the record amount of snowfall this season. The <br />declaration will allow the county to obtain flood assistance as needed, including help from the <br />U.S. Army Corps of Engineers. Mr. Ellingsberg said pamphlets are being made available for <br />people living in a flood area which include information on what they can do to protect their <br />property, as well as a flood information resource guide from the American Red Cross. He has <br />received inquiries from some communities about county assistance in the area of doing base <br />evaluations of flood levels, cleaning hard-packed snow out of road ditches, and assisting with <br />water run-off. <br /> <br />In the near future, Mr. Ellingsberg said the Commission may be asked to make a decision <br />regarding sandbags for homeowners in a flood situation. Homeowners have been responsible <br />for the cost of the sandbags and sand themselves, in the past, since flood insurance does cover <br />some of their costs, he said. <br /> <br /> <br />
