20. <br /> <br />21. <br /> <br />22. <br /> <br />Commission Minutes--February 3, 1997 1584 <br /> <br />Mr. Klein said this property sold for $96,000 in 1992 and since that time, there has been a general <br />rise in real estate values. He said assessments have been increasing 4-5% per year in the last <br />three years and still not keeping up with market values. As far as using comparable sales in north <br />Fargo, he said there were no sales of similar properties in Highland Park so he expanded the <br />search to Harwood, Reed Township and sales in north Fargo, which are available to him through <br />multiple listing service. <br /> <br />Mr. Koenig said he feels reducing the valuation from $115,100 to $105,000 is a fair compromise <br />from what the applicant requested, which was $98,000. Mr. Wieland said the market is very <br />strong in Fargo and the surrounding areas. MOTION, passed <br /> Mr. Meyer moved and Mrs. Quick seconded that abatement ~4057 for <br /> Vicki Scherling be reduced to $105,000 as recommended by the Reed <br /> Township Board and the Director of Equalization. On roll call vote, <br /> motion carried unanimously. <br /> <br />No one was present to address the Board on the second abatement application. <br /> MOTION, passed <br /> Mrs. Quick moved and Mr. Koenig seconded that abatement #4060 for <br /> Ned & Shelley Rector be reduced to $162,200 as recommended by <br /> Barnes Township and the Director of Equalization. On roll call vote, <br /> motion carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Koenig moved and Mr. Meyer seconded to approve Voucher No. <br /> 98,483 through No. 99,157. On roll call vote, motion carried <br /> unanimously. <br /> <br />STATE'S ATTORNEY INVESTIGATION, Citizen input <br />Jeannette Stanton, Fargo, asked the Commission to look into the history of the State's Attorney <br />investigation and how the decision was made to hire attorneys from Minneapolis, what they were <br />hired to do and if they were hired not to exceed a certain dollar amount for their services. <br /> <br />DISASTER EMERGENCY SERVICES; COMMISSIONERS JOINT MEETING WITH CLAY <br />COUNTY COMMISSION; FARGO BUSINESS IMPROVEMENT DISTRICT; NDACo <br />COMMISSIONERS ORIENTATION; AMBULANCE MEETING; SENIOR CITIZEN BUS; <br />WELFARE REFORM; EMPLOYEE ANNUAL LEAVE/SNOW DAYS; EMPLOYEE <br />NEWSLETTER, Committee reports <br />Mrs. Quick and Mr. Meyer attended a disaster emergency meeting last week, along with Glenn <br />Ellingsberg and Keith Berndt, regarding eligible reimbursement costs for snow removal. <br /> <br />If Commissioners have any agenda items, Bonnie Johnson, County Coordinator, said Cass <br />County Commissioners will host a joint meeting with Clay County Commissioners on April 7, 1997, <br />at noon, Seasons at Rose Creek. <br /> <br /> <br />
