17. <br /> <br />18. <br /> <br />19. <br /> <br />Commission Minutes--February 3, 1997 1583 <br /> <br />Chairman Wieland opened the meeting for public input on the elevator project and said to let the <br />record show there were no comments from the public at this time, and the hearing was closed. <br /> <br />Mr. Rustad asked for Commission representation to replace former Commissioner Don Eckert on <br />their board. Mr. Wieland asked for volunteers, and Commissioner Quick offered to serve in that <br />capacity. There were no objections to appointing Mrs. Quick to the LARC board. <br /> <br />The Board was in agreement that Mr. Rustad proceed with making application for CDBG funds <br />for partial reimbursement to several families in the Kindred area for past flood damage. <br /> <br />Mr. Rustad offered the assistance of an intern with their agency to assist Cass County <br />government in completing a plan showing the county is in compliance with the American <br />Disabilities Act (ADA). Such a plan was drafted by a former County Planner and needs to be <br />updated. Mr. Rustad will instruct the intern to work with County Coordinator, Bonnie Johnson, <br />or County Auditor, Michael Montplaisir. <br /> <br />STATE'S ATTORNEY'S OFFICE, Budget revision approved <br />A letter was received from the County Auditor dated January 27, 1997, regarding projected cost <br />of additional staff in the State's Attorney's Office for 1997. Mr. Montplaisir said this proposal <br />would leave only $20,000 in the Contingency Fund, however, being cautious about future <br />expenditures during the year should make that a sufficient amount. MOTION, passed <br /> Mr. Meyer moved and Mr. Koenig seconded to increase the State's <br /> Attorney's budget by $55,191 for added staff, and decrease the County <br /> Commission contingency budget by $20,000. The remaining $35,191 <br /> will decrease the 1997 carryover funds. On roll call vote, motion carried <br /> unanimously. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, $2nd Avenue South Corridor Study <br />Cindy Gray, Transportation Planner with Fargo-Moorhead Metropolitan Council of Governments, <br />gave an overview of the 52nd Avenue South Corridor Study. MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve the 52nd <br /> Avenue South Corridor Study. On roll call vote, motion carried <br /> unanimously. <br /> <br />ABATEMENT APPLICATIONS, Approved for Vicki Scherling; Ned & Shelley Rector <br />Vicki Scherling was present to address the Board concerning application for abatement and <br />settlement of taxes #4057, for property located in Highland Park of Reed Township. She <br />requested that the valuation be reduced from $115,100 to $98,000 for 1996 on her residence. <br />The Reed Township Board of Supervisors and Francis Klein, Director of Tax Equalization, <br />recommend reducing the valuation to $105,000. <br /> <br />Ms. Scherling believes comparing her property with sales in north Fargo is unfair and she <br />questioned whether other property owners are paying taxes on a valuation that is more than the <br />purchase price of their property. <br /> <br /> <br />
