13. <br /> <br />14, <br /> <br />15. <br /> <br />16. <br /> <br />Commission Minutes--February 3, 1997 1582 <br /> <br />PERSONNEL OVERVIEW COMMITTEE, Ratify actions of February 3, 1997 <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to ratify Personnel <br /> Overview Committee actions of February 3, 1997, as follows: 1) fill <br /> Social Services position (Eligibility Worker I, Grade 19) at step one of <br /> the salary range due to nine years of experience in economic <br /> <br />assistance programs; and 2) forward PAQ (Position Analysis <br />Questionnaire) and job description of the Highway Department <br /> <br />secretary to Fox Lawson Associates due to substantial changes with <br />the addition of Weed, Vector and Planning duties. On roll call vote, <br />motion carried unanimously. <br /> <br />PERMIT FOR RAFFLE, Cass County Historical Society MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve raffle permit <br /> for Cass County Historical Society on the date of April 24, 1997, at <br /> Bonanzaville, U.S.A. On roll call vote, motion carried unanimously. <br /> <br />FEMA ASSISTANCE, County/township request for snow removal operations <br />County Engineer, Keith Berndt, updated the Commission on snow removal efforts. He said recent <br />disaster declarations have made it possible for the county to be eligible for 75% federal and 10% <br />state reimbursement on certain snow removal costs. Mr. Berndt is designated as the applicant <br />agent representing the county for the purpose of obtaining Federal financial assistance. <br /> <br />So far this season, Mr. Berndt said about $400,000 has been spent on snow removal using <br />county road crews, and about $50,000 has been spent on contracted efforts. He asked the <br />Commission to make a determination on whether to use additional emergency funds ($25,000 of <br />emergency funds was approved at the last meeting) or use road funds with the hope that, <br />regardless of where the money is taken from, a high percentage will be reimbursed in time. Mr. <br />Wieland suggested using funds from the Road Department budget instead of depleting <br />emergency funds because it is likely the county will be faced with spring flooding due to the <br />excessive snowfall. <br /> MOTION, passed <br /> Mrs. Quick moved and Mr. Koenig seconded to authorize County <br /> Engineer to proceed with contracted snow removal work for both <br /> county and township roads, according to memorandum from Mr. Berndt <br /> dated January 27, 1997; the funding, prior to FEMA reimbursement, to <br /> be paid from the Road Department general fund. Discussion: Michael <br /> Montplaisir, County Auditor, informed the Board this action will require <br /> a budget adjustment at a later time. On roll call vote, motion carried <br /> unanimously. <br /> <br />LAKE AGASSIZ REGIONAL COUNCIL, CDBG _~roject at Head Start building; appointment <br />of Commission representative; CDBG application for flood assistance in Kindred area; ADA <br />,,~ection 504 requirements <br />Irv Rustad, Lake Agassiz Regional Council (I_ARC), said this was the time and date advertised <br />for a public hearing on Community Development Block Grant (CDBG) funds for an elevator project <br />completed at the Head Start building located at 57 11th Avenue North in Fargo. <br /> <br /> <br />
