23. Commission Minutes--February 3, 1997 1585 A meeting is scheduled this week, on February 5th, at 7:30 AM at the Fargo-Moorhead YMCA regarding the Fargo Business Improvement District (BID). Mr. Wieland, Mr. Koenig and Mr. Meyer plan to attend. New Commissioners were encouraged to attend the North Dakota Association of Counties orientation for newly elected officials February 26-27, 1997 in Bismarck at the Doublewood Inn. Mrs. Johnson updated the Commission on water problems in county buildings over the past weekend due to melting snow on the roof. Mrs. Johnson had scheduled an orientation for earlier today for new commissioners on the departments she supervises. Because of the number of other meetings Commissioners were attending today, she will re-schedule it for this Friday at 3:00 PM ahead of the legislative meeting. Mr. Meyer reported that he and Mrs. Quick also met with first responders and rural fire departments regarding communications and dispatch centers. The Senior Citizen Bus Committee met last week, and Mr. Meyer said they are waiting for some information and will meet again in the near future. Mr. Wieland will be attending a Welfare Reform meeting in Bismarck all day on February 11th. With the cooperation of department heads, county employees will be given a voluntary opportunity to make up annual leave they have taken due to this winter's storm days. Make-up days are scheduled for the next two holidays, President's Day and Good Friday. Mr. Wieland indicated a number of department heads and employees are interested in taking advantage of this opportunity. Chairman Wieland wrote a "Message from the Chair" in the monthly newsletter distributed with employee paychecks for the month of January. He suggested a message from the Commission each month, and Mrs. Quick volunteered to write an article for February. Mr. Wieland said he will be absent from the next two Commission meetings. Mrs. Johnson will miss the February 18th meeting. CORRESPONDENCE, Received and filed MOTION, passed Mrs. Quick moved and Mr. Koenig seconded to receive and file correspondence outlined by the secretary as follows: Motion carried. North Dakota Governor's Executive Order 1997-2, dated January 21, 1997, declaring a "Snow Disaster" for the State of North Dakota; letter from Bill Barnick, Bill's Parking Lots, dated January 26, 1997, regarding Fargo Business Improvement District (BID); letter of congratulations from Governor Ed Schafer to Cass County and Tri-Line Transportation for paying off their Community Development Block Grant loan;
