18. <br /> <br />Commission Minutes--January 6, 1997 1567 <br /> <br />James McLaughlin, Cass County Joint Water Resource District, and from David Spryncznatyk, <br />State Engineer, concerning the loss of years of experience on the water resource boards due to <br />the county's term limitation policy. The study committee recommended extending the term limits <br />of water resource board members to three terms. <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to adopt the <br />recommendation that the Cass County Commission assign a portfolio <br />commissioner to the water resource boards. Motion carried. <br /> <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to adopt recommendation <br />that the Cass County Commission include a representative from the <br />joint water board in County Commission round table discussions held <br />approximately three times per year. Motion carried. <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to adopt the <br />recommendation that the Cass County Commission hold one annual <br />meeting with all four water resource boards to discuss upcoming <br />projects and concerns for the next year. Motion carried. <br /> <br />The Commission discussed the recommendation to consider extending term limits of water <br />resource board members. Mr. Wieland outlined applications received for the four water boards. <br />One board, Southeast Cass, had two applicants for one position; and because of Jim <br />McLaughlin's experience and knowledge about Devil's Lake flooding, Mr. Wieland hopes he is <br />reappointed. He said Mr. McLaughlin has 9 years of experience on that board, whereas, the <br />other two board members are serving their first term. Commissioners would have the option to <br />extend term limits, or eliminate them, for water resource boards. MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to discontinue term <br /> limits for water resource district board members. On roll call vote, <br /> motion carried unanimously. <br /> <br />APPOINTMENTS TO WATER RESOURCE BOARDS, Commission Policy Manual Section <br />4.00 amended <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve the <br /> following appointments for three-year terms to water resource boards, <br /> as well as filling a vacancy on the Rush River Board caused by the <br /> death of Ken Mclntyre: On roll call vote, motion carried unanimously. <br /> <br />Maple River Water Resource District <br /> <br />Wesley Beilke, Buffalo <br /> <br />North Cass Water Resource District <br />Morris Melander, Hunter <br /> <br />Rush River Water Resource District <br /> <br />William Thompson, Page <br />William Hejl, Amenia <br /> <br />Southeast Cass Water Resource District <br />James McLaughlin, Fargo <br /> <br /> <br />
