Commission Minutes--January 6, 1997 1566 <br /> <br />16. <br /> <br />RESOLUTION #1997-2, Metropolitan Council of Governments Transit Development Plan <br />Robert Stein, Community Planner for the Fargo-Moorhead Metropolitan Council of Governments, <br />was present to request commission approval of a resolution of support for the 1997-2001 F-M <br />Metropolitan Transit Development Plan, according to memorandum dated December 4, 1996. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to adopt Resolution <br /> #1997-2 as follows: Motion carried. <br /> <br />WHEREAS, <br /> <br />the Cass County Commission is the duly appointed body for Cass County and is <br />responsible for guiding the development of a safe and functional transportation <br />system including public transportation; and <br /> <br />WHEREAS, <br /> <br />the Fargo-Moorhead Metropolitan Council of Governments, as the metropolitan <br />planning organization is designated by the Governors of North Dakota and <br />Minnesota to maintain the metropolitan area's transportation planning process in <br />accordance with federal regulations; and <br /> <br />WHEREAS, <br /> <br />the Fargo-Moorhead Metropolitan Council of Governments has undertaken the task <br />of updating the Metropolitan Transit Development Plan (TDP), which is a vital <br />element of this planning process, and which makes public transportation projects <br />eligible for future federal funding; and <br /> <br />WHEREAS, <br /> <br />the metropolitan TDP planning process was directed by the TDP Steering <br />Committee composed of a wide cross-section of transit interests including: elected <br />leaders, transit staff, transit users, human service agencies, senior citizens, <br />business and industry representatives, private transit providers, technical staff, and <br />bus drivers; and <br /> <br />WHEREAS, the TDP provides a five-year Program of Activities that will improve transit service <br /> in the F-M metropolitan area; and <br /> <br />WHEREAS, <br /> <br />the 1997-2001 TDP will help to enhance the area's transportation environment so <br />that public transit becomes a more convenient and efficient mode of transportation <br />that will contribute to the health, safety and quality of life for citizens of the F-M <br />metropolitan area; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Cass County Commission does hereby support <br />the recommendations of the 1997-2001 Metropolitan Transit Development Plan, and recognizes <br />its value as a tool to implement metropolitan transit goals and objectives which will complement <br />the overall development of the metropolitan transportation system. <br /> <br />Approved and adopted this 6th day of January, 1997. <br /> <br />17. <br /> <br />WATER RESOURCE DISTRICT, Study committee recommendations ado_~ted <br />Mr. Wieland read the recommendations made by the Water Resource District Study Committee, <br />which covered legislative concerns, communication, and continuity of districts. The group <br />completed their study on June 25, 1996, and a public hearing was held November 19, 1996 at <br />the Casselton City Hall, Casselton, ND. Since that time, Commissioners received letters from <br /> <br /> <br />
