<br />Commission Minutes--January 17, 2006 3026 <br /> <br />Mr. Pawluk said he prefers having the roads built higher so people have access to their <br />homes in times of high water, and he believes ditches and culverts should handle water flow <br />concerns. Mr. Zimney said the proper sizing of culverts could be discussed further with the <br />engineer for the water resource districts. Mark Brodshaug, water board member, was <br />present and said he feels there should be some room for variance in special situations. <br /> <br />Bob Staloch, zoning administrator for Davenport, Normanna and Pleasant Townships, was <br />present and commended the commission on taking these steps and putting into place a fairly <br />firm subdivision ordinance. He said the quicker this new ordinance is approved, the easier it <br />will make his job. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to schedule the <br />subdivision ordinance for first reading at the first appropriate date. <br />Discussion: Mr. Bennett asked how much more time is needed for <br />review by the state's attorney's office, and Mr. Anderson said he would <br />request two to four weeks. Since the timeline for the county ordinance <br />process requires a two-week notice between first and second reading, <br />Mr. Bennett scheduled the item for the February 6, 2006 meeting, which <br />will allow time for further review. At the call for the question and on roll <br />call vote, the motion carried unanimously. <br /> <br />14. COMMISSION POLICY MANUAL, Amend Section 9.50: Section 8.10 unchanaed <br />Mr. Pawluk asked to remove this item from the consent agenda in order to discuss proposed <br />changes in Section 8.10, bid opening procedure. Rich Sieg from the county highway <br />department was present and said he is proposing the revision to reflect the language in <br />state law, since the policy is quoting the century code. Mr. Pawluk said the change is <br />significant in that the county's policy requires advertising for county road purchases in <br />excess of $15,000 now, and the revision would require advertising in excess of $50,000. <br /> <br />Mr. Sieg said he assumed the county commission was following the century code in their <br />bidding process; however, Mr. Montplaisir said he thought the county wanted to lower the <br />bidding limit because the highway department used to do more contracting. If the board <br />wants to leave the bid limit at $15,000, Mr. Sieg said the commission policy should not <br />quote the century code verbatim. He noticed policy 8.10 because he was reviewing other <br />highway department policies in the commission manual, and is recommending a change in <br />Section 9.50, adopt-a-highway program, to remove a segment of County Road 17 due to <br />West Fargo's ownership of County 17 north of 52nd Avenue. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to amend Commission <br />Policy Manual Section 9.50, Adopt-A-Highway Program, as recommended <br />by Rich Sieg, County Highway Department. On roll call vote, the motion <br />carried unanimously. <br /> <br />15.
