<br />Commission Minutes--January 17, 2006 3025 <br /> <br />Mrs. Sorum said she has been attending the Red River Valley Fair Association board <br />meetings regularly and serves on the search committee to hire a new manager. She feels <br />the fair board is moving in the right direction and said she can keep the county commission <br />informed on future progress. <br /> <br />Mr. Pawluk asked if there is a written plan for implementing the recommendations of an <br />accounting firm and the consulting firm of Great Plains Benefits Group, which the fair <br />association hired last fall. Mr. Anderson said they do have a written plan and some of the <br />recommendations have been or are in the process of being followed at this time. <br /> <br />Mr. Pawluk inquired about the sheriff's office providing security at the fairgrounds; and he <br />wondered if that is reimbursed. Kyle Anderson said he believes the fair association pays <br />the sheriff's office, possibly through a contract. Mr. Wagner said the sheriff's reserve <br />members provide some of the security also. Deputy Thoreson said the fair association is <br />billed for events, just as any group that would hire deputies for security duties. <br /> <br />Commissioners thanked the fair board members for attending today's meeting. Mr. Bennett <br />said the commission will have an opportunity to visit about the fair's finances again in <br />August when the fair association makes a request for 2007 budget funds. <br /> <br />13. ORDINANCE INFORMATION, Subdivision ordinance first readina set <br />Mike Zimney, County Planner, provided background information on the development of the <br />Cass County subdivision ordinance draft which is before the county commission today. A <br />subdivision ordinance review committee, appointed by the county commission in March, <br />2005 held numerous meetings and completed a working draft of the ordinance last fall. A <br />summary of the draft ordinance was presented at the fall township officers' association <br />meeting, and copies have been distributed to townships, cities and about 20 other agencies <br />for review. Mr. Zimney said all of the comments he has received have been receptive of <br />the changes and supportive of the ordinance. <br /> <br />The state's attorney's office was asked to prepare the subdivision ordinance in the format <br />consistent with all county ordinances, and to provide recommended language for the <br />penalties and violations section and for the deed restriction sections. Mr. Zimney said he <br />spoke with Mr. Burdick earlier today about that request. The subdivision review committee <br />also asked the state's attorney to provide an opinion on the proposed density restriction. <br />Jonathan Anderson, assistant state's attorney, represented Mr. Burdick at today's meeting. <br /> <br />The draft ordinance provided for discussion by Mr. Zimney includes proposed changes on <br />paved road access to a subdivision and the height of subdivision roads in relation to the <br />base flood elevation. Mr. Pawluk, who served on the subdivision review committee, said he <br />is in agreement with the ordinance, except for the section on base flood elevation because <br />the committee did not address that part of the document. <br /> <br />Mr. Zimney indicated the original draft required subdivision roads to be built 6" above the <br />base flood elevation; however, he received a comment that roads built to this elevation could <br />alter the drainage and flooding patterns by acting as a dike. Therefore, two sections were <br />changed to require that roads only be built to the base flood elevation. <br />
