PLAT FOR RIGHT-OF-WAY DEDICATION, Authorize chairman to sian <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to authorize the chairman <br />to sign the 45th Street South and Drain No. 27 Dedication Plat to transfer <br />ownership of a small portion of land to the City of Fargo for drain and <br />street right-of-way. On roll call vote, the motion carried unanimously. <br /> <br />9. AUDITOR'S OFFICE, Receive monthly financial statement <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to receive a monthly <br />financial statement from the Auditor's Office for the month ended <br />December 31,2005. On roll call vote, the motion carried unanimously. <br /> <br />10. ROAD DEPARTMENT, Approve purchase order for truck eQuipment <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to authorize the chairman <br />to sign a purchase order for a box, hoist and hydraulic equipment for two <br />tandem trucks for the county highway department to Northern Truck <br />Equipment in the amount of $66,626.00. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. CONTRACT APPROVAL, North Dakota Association of Counties: lease of flood lot: <br />Otis Elevator Company <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />North Dakota Association of Counties--Technical Support Services; <br />Lease of property--Calvin Fercho, William Fercho and John Fercho; <br />Otis Elevator Company--elevator maintenance at the Cass County jail. <br /> <br />12. RED RIVER VALLEY FAIR ASSOCIATION, Report on finances <br />Kyle Anderson, President of the Red River Valley Fair Association, was present at the <br />request of county commissioners to review the direction in which they are moving before the <br />county disburses the 2006 budget contribution of $104,400. Mr. Anderson said he <br />appreciates the opportunity to talk with the commission today, and he reported on what <br />steps the fair association is taking to improve management and financial reporting. He said <br />board members knew last July that records had been destroyed, and record keeping has <br />now been tightened. They anticipate hiring a new manager, probably in March. A legal <br />dispute began when the fair's manager was fired in December. <br /> <br />Also present today were Fred Anderson, Vice President of the fair board and member for <br />some 25 years, and Jim Thoreson, Cass County sheriff's deputy and fair board member. <br /> <br />Commissioners had an opportunity to inquire about future record-keeping and were assured <br />there would be safeguards, including the requirement for two board members to sign all <br />checks. <br />
