Commission Minutes--September 30, 1996 1521 <br /> <br />6) deduct $700 from Welfare Fraud office equipment (based upon move <br />to Social Services). <br />Discussion: Sheriff Rudnick said he does not have money left in his <br />1996 budget to purchase a vehicle for the drug enforcement unit. Mr. <br />Ness said he cannot support the type of vehicle the Sheriff is proposing <br />for this position. Mr. Wieland referred to a letter from Captain Glenn <br />Ellingsberg and requested reconsideration concerning the radio room <br />remodeling and weather station receiver. Mr. Ellingsberg addressed <br />the Commission on these two items. He requested funds to remodel <br />the radio room because he had to relocate a communications tower <br />with the construction of additional floors at the Cass County Annex. He <br />said the radio room is used about once a month in the summer by <br />EVAC and the amateur radio club. Also, Mr. Ellingsberg said funds for <br />the weather station receiver will provide basic weather related <br />information to the Emergency Operations Center and to their <br />dispatchers. He is concerned about a perceived time delay in trying to <br />work with the National Weather Station at Grand Forks since they <br />moved out of Fargo. Mrs. Toussaint does not believe the county <br />should be taking over the responsibilities of the National Weather <br />Service. Mr. Ness said there is a liaison worker from the National <br />Weather Service in Fargo and they are still working through some <br />details after moving to Grand Forks a few months ago. Concerning the <br />half-time file clerk position, State's Attorney John Goff said he <br />originally requested a full-time position, however, the Finance <br />Committee reduced the position to half-time. An employee of the <br />County Treasurer's Office is currently assisting with filing on a part- <br />time basis. <br />AMENDED MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to amend the motion to <br />omit the Emergency Management weather station and radio room <br />remodeling from the budget reductions listed above. At the call for the <br />question and upon roll call vote, the motion carried with Mrs. <br />Schneider, Mr. Wieland and Mr. Eckert voting "Aye"; Mr. Ness and Mrs. <br />Toussaint opposing. At the call for the question and upon roll call vote, <br />the main motion carried with four members voting "Aye"; Mr. Eckert <br />opposing. <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Ness seconded to move the Welfare <br />Fraud budget from the State's Attorney budget to the Social Services <br />budget and relocate two employees to the Cass County Government <br />Annex on Tuesday, October 1, 1996. On roll call vote, motion carried <br />with Mrs. Toussaint, Mr. Wieland, Mr. Ness and Mrs. Schneider voting <br />"Aye"; Mr. Eckert opposing. <br /> <br /> <br />
